Study On Environmental Protection Assessment System In Major River Valleys

With the development of economy,the water environmental quality of our country has gone through from regional deterioration to overall deterioration,especially water environmental pollution in major river valley which is the most serious.This is caused by local government future on economic for their own interests.Environmental protection has been ignored for a long time.The central government has introduced a number of environmental incentives to transform local government from pursuit GDP simply to sustainable development,in order to enhance the local government's emphasis on environmental protection.As one of the earliest environmental protection assessments,assessment in major river valley goes through the formation,development and further development.The paper studies on the implementation of environmental protection assessment system in major river valley.analyzes the operation effect and shortcomings,proposes concrete suggestions and reform direction of the assessment system.This paper expounds the background and significance of this subject,the study of China's major river valley environmental protection assessment system will help to promote the effective implementation of the environmental protection work;also has the reference significance to other environmental assessment system.Then,the concepts of major river valley,water pollution control,and environmental protection assessment system were defined.The principal-agent relationship between the central government and local government,the government performance management theory and motivation theory were introduced.Then the paper briefly introduces the basic constitution of assessment system,and the implementation of the system,and the reform since the "13th five-year".By research on the operational aspect of assessment system in the "12th five-year",combined with the actual implementation,we analyze the case and summed up.We mainly used experimental methodology and documentary on the environmental protection assessment system.Through the analysis,this paper concludes that the implementation of environmental protection appraisal system in major river valley has brought four results.First is the local government's emphasis on environmental protection increased gradually;second is improves environmental quality;and third,appraisal system has promote infrastructure construction;fourth,improvement environmental standard gradually.However,combined with reality,the assessment brings incentive to local government in environmental protection work,but there are also some incentive distortions,such as injustice resulting from content is not comprehensive,moral hazard resulting from information asymmetry,complete contrast to the original objects resulting from multi-tasking features,vanity projects resulting from internalization of implementation.Based on theoretical analysis and practical analysis,three recommendations have been raised to solve these problems:The first is optimization the implementability of the objective,set targets difficulty reasonably,a full consideration of the region differences,enhance positive and negative motivations,provide financial and personnel support for the targets,so we can optimization target settings for the appraisal system.Second is pre-audit before the implementations,the scientific appraisal to set targets,solidify routine supervision,provision of the professional raters,so we can optimization performance evaluation of the appraisal system.Promotes third-party outsourcing in environmental monitoring,increase public participation,allow media and non-governmental organizations participate in the appraisal,so we can expand the external participation.Through these measures,to further improve the existing appraisal system.of environmental protection,we can better enhance the local government environmental protection execution,contribute to the ongoing reform of environmental assessment system,and improve the quality of the environment.
