TONGDA thermal power station is a power station using fuel of low calorific value.With the requirements of environment protection strengthening,"Transformation and upgrading for energy conservation and emissions reduction action plan of Coal-fired power generation"(2014-2020)requires that more attention should be paid to transformation of ultra-low emissions of power plants everywhere.In the face of ultra-low emission requirement(the atmospheric pollutants reach:sulfur dioxide acuities less than or equal to 35 mg/Nm3,nitrogen oxides less than or equal to 50 mg/Nm3,dust less than or equal to 10 mg/Nm3),the current ultra-low emissions equipment of TONGDA thermal power station should be optimized and reformed due to the exiting problems and deficiencies.Transformation with large capital investment projects,a long time,involving many professional,so TONGDA thermal power station ultra-low emiss-on of the project management in the project plays a decisive role.First,a brief analysis of the current power plant with ultra low emission project content and transformation characteristics,and then summarizes the current situation of project schedule management,quality management and cost management,aiming at the thermal power plant with ultra low emission project schedule,quality and cost management of the existing problems and shortcomings are described and analyzed reason,make project management plan the next step to design more targeted.The design schedule management scheme with ultra low emission power plant project,according to the project on November 25,2015 before the final acceptance of the project overall objectives,establish a project management organization,formulate the process schedule plan and schedule control of milepost specific project,through the work breakdown structure(WBS)decomposition of the project work method,clear showing the work activities,and the logical relationship between various work activities.Using the Gantt chart and network chart method and the software realization of the SNCR Hanwen,control,desulphurization and dust removal,removal of COA denitrification system of each sub project construction schedule carefully.The design of quality management scheme with ultra low emission power plant project,according to the overall project quality requirements,set up the project quality management objectives,and the quality of the project in addition to organization planning,put forward some concrete measures for quality management plan and quality control,to ensure the normal operation of the project quality management.The design cost management scheme with ultra low emission power plant project,based on the quota budget cost,combined with the production capacity index method of project investment is estimated,determined the goal of cost management,cost management and organization to make elaborate,and put forward a cost control program also lists the optimization some of the specific cost control measures.In order to ensure the smooth implementation of the project management plan with ultra low emission power plants,respectively,and put forward the guarantee measures for the project schedule management,quality management and cost management,schedule management measures include clear responsibility,establish payment system and improve the incentive system and calculate measures of information technology.The main measures to improve the quality management are to improve the management system,clear job responsibilities,improve the quality management awareness and related technical measures.The cost management safeguard measures mainly include the system safeguard and the contract guarantee and so on.
