Basin plays crucial role in water resources for human activity. However, it suffers from pollution from human society. Basin's integrity is often artificially divided into administrative unit, it would spread easily once pollution occurred, leading to trans-boundary water pollution accidents. In recent years, trans-boundary water pollution events emerge in endlessly in our country, which lead to serious environmental pollution in the basin, trigger major public security crisis, disrupt the social normal order of production and living, and finally result in serious economic losses. A lot of practice at home and abroad show that regional emergency linkage ability of trans-boundary water pollution incident response effect has important influence, but also need further study level of trans-boundary water pollution incident emergency linkage ability. Therefore, this paper takes 25 typical of trans-boundary water pollution incidents happened recently in China as the main research objects, the trans-boundary water pollution emergency linkage related basic theory were established by the literature research and theoretical analysis method. The evaluated indexes system of trans-boundary water pollution emergency linkage by logical reasoning and case study. The trans-boundary water pollution emergency linkage ability evaluation model were proposed through frequency analysis, expert judgement and model derivation. And then its reasonability were finally validated by case study. By the case analysis and curve fitting, the trans-boundary water pollution emergency linkage between ability and effect of trans-boundary water pollution emergency interaction relationship were then simulated. The main conclusions were as follows:(1) The trans-boundary water pollution emergency linkage related research progress at home and abroad were combed, and then the trans-boundary water pollution emergency linkage ability related basic theory were further proposed, including the concept of trans-boundary water pollution, the characteristics of the trans-boundary water pollution incident, the concept of trans-boundary water pollution emergency linkage and situation about it at home and abroad. Then analysis trans-boundary water pollution incident emergency linkage ability by using the basis of relevant theories, further summarizes our country of trans-boundary water pollution emergency linkage problems and can draw lessons from experience finally put forward the trans-boundary water pollution emergency linkage ability improvement ideas on the construction of evaluation.(2) Reference to the basic theory of trans-boundary water pollution emergency linkage, making clear of construction of trans-boundary water pollution emergency linkage principle of index system, the index system were founded, including five first-level indicators, namely the trans-boundary water pollution emergency linkage system, trans-boundary water pollution emergency joint decision making, information sharing and trans-boundary water pollution of trans-boundary water pollution emergency team linkage and share of trans-boundary water pollution emergency supplies, and emergency linkage of regional cooperation agreement, the operation of the emergency linkage coordination mechanism and emergency linkage mechanism etc. 16 secondary indexes.(3) A trans-boundary water pollution emergency linkage ability evaluation model was established:By analyzing Shanxi Changzhi aniline spill incident and Guangxi He Jiang cadmium pollution incident, this evaluation model were confirmed, the evaluation results were consistent with the actual situation.(4) On this basis of(3), taking 25 trans-boundary water pollution emergency linkage as examples, relationships between emergency linkage ability and effects were simulated, and the rules were discovered, which get the further revelation of construction of trans-boundary water pollution emergency linkage ability.
