According to requirement of the Ministry of Transport Technology planning and development of the industry, improving emergency response and prepareness capability of pollution accidents by ship is one of the most important tasks during the next National Twelfth Five-Year Plan period. As one of the important work of the maritime sector, strengthening the emergency management of prevention of pollution from ships is the premise and foundation of improving emergency response and prepareness capability of pollution accidents by ship. Moreover, it is crucial way of improving level of emergency management of maritime sector by establishing emergency capability evaluation system and carrying out comprehensive evaluation of emergency capability Based on the current research on accidents emergency response and prepareness capability, and the project "The research on evaluation system of emergency response and prepareness capability for dangerous chemicals accidents water transportation", emergency capability evaluation system of dangerous chemicals pollution accidents by ship has been studied systematically in this paper, the main research contents and results are as follows:At first, the concept of maritime management and emergency is summarized and requirement of maritime management is clarified with research and analysis for the related literature, the connotation of chemicals pollution accidents by ship is defined from characteristics of emergency management.Secondly, from the people-ship-environment-management,the characteristics and risk factors of dangerous chemicals pollution accidents by ship are analyzed profoundly. Risk level is studied from probability and harmfulness by dangerous chemicals pollution accidents by ship, and risk matrix is established based on the classical risk theory,ultimately risk standards of dangerous chemicals pollution accidents by ship is classified.Then, upon on emergency reserve capability, monitoring capability, emergency response capability and reconstruction capability, a framework of emergency capability evaluation index system is developed.Finally, the comprehensive evaluation model of emergency capability based on risk of dangerous chemicals pollution accidents by ship is constructeded, the risk and emergency capability are well combined, and the level of emergency management of maritime sector with dangerous chemicals pollution accidents by ship can be judged overall by this model.
