Research On Evaluation Of Accidents Emergency Capability And Management Of Chemical Industrial Park

The accident emergency response capability assessment of Chemical Industry Park is an important content of the industrial zone emergency management. Establishing the assessment index system of emergency capacity of chemical industry park has extreme significance to enhance Chemical Industry Park Emergency management and improve the accident the emergency response capability of the Park.The ability to emergency evaluation index system of Chemical Industry Park is built in this article, based on the accident cause and mechanism, absorbing experiences for emergency rescue at home and abroad. It has used variable fuzzy assessment method to scientifically evaluate Dalian Songmu Island Chemical Industry Park accident emergency response capabilities. It has provided quantitative basis and reference for enhancing Chemical Industry Park Accident Emergency Capacity Building.The main results achieved of the Paper are as follows:Firstly,chemical industry Park incident response capability evaluation index system is constructed, including emergency resources protection ability, monitoring and warning capability, emergency information decision-making ability, emergency management capacity, emergency rescue ability, and the ability to deal with things in an emergency after conclusion the ability to restore, such 6 criteria layer targets. It has also obtained 19 program level indicators such as communication system security, emergency equipment safeguard, human resources, emergency supplies security, major hazard identification, the monitoring capability of hazard, danger prediction warning capability, emergency information resource guarantee ability, after recovery ability and so on.Secondly, using AHP to the weight distribution of the indicators, and using variable fuzzy assessment method, the Chemical Industry Park emergency capacity of multi-level fuzzy comprehensive evaluation model was established.Thirdly,take Chemical Industry Park emergency capacity variable fuzzy assessment method to evaluate a accident emergency ability of a Chemical Industry Park.Quantitative analysis showed that:The park's emergency response capacity is rated"good."Lastly,on the base of quantitative analysis, its emergency response capability is estimated. It has brought forward the key problem of accidents emergency capability management based on the rusults.
