With the progressively promotion of the application of PPP mode in infrastructure construction,the researches of PPP projects have attracted scholars' attention.Many researches indicate that appropriate pricing is the key to success.However,existing pricing methods tend to focus merely on the profits of private enterprises rather than the interests of all related entities as a whole.Multi-objective programming model can be utilized to balance the interests of all related entities and achieve the maximization of social well-being.By analyzing articles,pricing of wastewater treatment PPP project is defined to include six components: government,private enterprises,the public,contractors an d operators,characteristic of the project,and project environment.In addition,based on the 6 components,18 factors that affect pricing have been figured out and those factors have been ranked based on their importance as a result of questionnaire survey.The ranking of the 18 factors illustrates that government,waste water treatment companies and public are the three most important stakeholders.According to different entities' pricing target,considering economic principles,objective function can be set up.Constraint conditions,such as social needs of waste water treatment and price,can then be set in a way such that solutions of objective functions can be worked out and the framework of the pricing method is complete.Finally,the pricing method has been tested as a feasible method based on the case study of a real project in Hangzhou.The conclusions of this research can provide a reference for government in the process of pricing wastewater treatment PPP project.
