| The global environmental pollution and climate change are becoming increasingly serious.As the largest energy consumption and carbon dioxide emission country in the world,China’s environmental efficiency evaluation and carbon emission reduction have become two important research topics in academic fields.There have been have many related researches in these two areas.However,in environmental studies,the former researchers focused on efficiency evaluation and improving research models.In the carbon allocation studies,there are few scholars making deep considerations on internal structure of each province.Based on previous studies,the first research point in this paper is environmental improvement of China’s provinces.We consider economic and environmental differences in China’s regions and divide provinces and cities into groups.The results show that the environmental average efficiency in the coastal area is the best,followed by the inland area,and the western region is the lowest.In the four inputs:population,capital,energy consumption and water consumption,the variable water consumption should be decreased significantly.The second research point in this paper is carbon allocation.When we do the allocation,we take the influence factor of the industrial structure into consideration.As the central decision makers,the government assigns carbon quota to each industry in each province directly.There are two standards in the allocation process which is maximizing the country’s gross domestic product,and ensuring that each industry’s output cannot be reduced.The results show that our model can not only improve the performances of provinces and industries.It can also achieve carbon reduction goals without affecting the whole country’s economic development.The main body of this paper is divided into five chapters.In the first chapter is the introduction part which introduces the research background,research significance,innovations,research methods and research framework.The problem of environmental protection is the main object of study.After the analysis of related background,we introduce the research emphasis.The second chapter makes a brief introduction of the basic theory used in the paper.Firstly,we introduce the basic concepts of the DEA method and its advantages and disadvantages.Secondly,we summarize the application of DEA in environmental assessment,and introduces the common weight method.Then the section describes the research on the distribution of carbon quota with DEA and the DEA network model.The above content provide theoretical and literature support for later chapters.The third chapter is mainly about the efficiency evaluation and performance improvement on China’s environment.Based on the previous model,we consider economic and environmental differences among regions in China and focus on the environmental improvement.The research results can provide certain decision support for the government.The fourth chapter focuses on the analysis of distribution of carbon quotas in our country.We first demonstrate the influence of the internal structures of provinces on Chinese efficiency evaluation.And then,by considering provincial industrial structure(i.e.,the first industry,the second industry,the third industry),we open the "black box"of decision-making unit and build a DEA model based on the parallel subsystem to reallocate carbon emissions quotas.The allocation follows two standards.On the basis of empirical results,we provide some policy suggestions for Chinese carbon allocation and the implementation of carbon emission reduction.Finally,the fifth chapter summarizes the full paper,makes a prospect on the future work,and points out the shortcomings of this paper and the direction of further research. |
