Study On Legal Countermeasures Of Rural Domestic Waste Pollution Prevention And Control In China

In recent years,China has achieved great success in economy,in the data on2010 has surpassed Japan to become the second largest economy in the world,but from the quality of Europe and Japan with countries economic growth or the extensive resource type growth mode more,followed by the growth brought environmental problems can not be ignored the.For example,the pollution of rural domestic waste in recent years,there has been a worsening trend,gradually aroused the concern of the whole society.Rural life garbage and pollution is not strictly a logical connection,but due to improper handling and other reasons,the rural living garbage pollution "has become a word mentioned that you have to think of the countryside,rural living garbage pollution prevention work in rural areas has become a must immediately.Rural garbage pollution caused by a series of problems,has become a bottleneck restricting rural economic growth.In 2012 eighteen Party's proposed " five in one overall layout,the economic and political cultural social and ecological construction from the construction of all-round development,attaches great importance to the ecological environment of the national strategy.Whether it is from the national strategic perspective,or from the socialist new rural construction needs,need to control the rural living garbage pollution of the environment,improve the rural environment problems caused by garbage pollution.In this paper,the author first analyzes the rural domestic waste pollution and prevention and control,and from the legal point of view on the prevention and control measures are expounded.In the first chapter,the paper chooses Jiyuan city in rural areas of Henan province were surveyed,to understand the rural living garbage pollution situation of Jiyuan city through interviews,questionnaires and other forms,and then analyses the current situation and reasons of rural living garbage pollution in China.In the second chapter,the author focuses on the analysis of the legal status of rural domestic waste pollution prevention and control.First introduces the legal situation of the rural solid waste pollution prevention and control in Jiyuan city of Henan Province,analyzes the law of our country rural living garbage pollution prevention and related policies,and finally discusses the problems and reasons of the rural solid waste pollution prevention and control of.In the third chapter,this paper draws lessons from the prevention and control of environmental pollution of rural domestic waste.In this chapter,through the United States,Germany,Japan,ruralwaste disposal in the good system analysis,and in accordance with the conditions of our country.In the fourth chapter,the author puts forward the prevention and control of environmental pollution of garbage in rural areas of China's legal advice,these proposals are mainly carried out from the legislative model,legal control system,related system and law enforcement supervision.The formation of rural living garbage pollution in China is not the formation of a day,the living garbage pollution prevention is not easy,not only by the legal aspects can be resolved,so the prevention and control of environmental pollution of rural life garbage requires multi sectoral multi angle control system for a long time.
