Study On The Legal Regulation Of Rural Solid Waste Pollution Prevention And Control

The prevention and control of rural solid waste pollution is an important part of the construction of beautiful countryside,and also the basic connotation of the strategy of Rural Revitalization.Especially in recent years,with the continuous release of reform and opening-up dividend,the rapid development of rural economy,the steady improvement of villagers’ living standards,but also led to the explosive growth of the type and quantity of rural solid waste,the frequent occurrence of environmental pollution phenomena,such as "waste encircling the village",the arbitrary discharge of livestock and poultry manure,the random disposal of pesticide packaging,straw burning,etc.This brings serious security risks to the rural ecological environment and endangers people’s life and health.However,at present,there are more urban environmental legislation than rural environmental legislation in the prevention and control system of ecological environmental pollution in China.Urban environmental law enforcement is stronger than rural environmental law enforcement,and urban environmental supervision is better than rural environmental supervision.Based on these phenomena,according to the actual situation of rural solid waste pollution,combined with data analysis,literature investigation,comparative analysis and other research methods,the author focuses on the legal regulation of rural solid waste pollution prevention and control,and mainly discusses from three aspects of legislation,law enforcement and supervision,and puts forward some of his own in combination with the current situation of rural solid waste pollution control In order to promote the healthy development of rural environmental pollution prevention and control in China.Based on the previous research,this paper is divided into four parts.The first part starts from the definition and classification of rural solid waste pollution in China,and emphasizes the urgency of prevention and control of rural environmental pollution combined with the characteristics and hazards of current rural solid wastepollution.The second part is to sort out the current situation of the legal system for the prevention and control of rural solid waste pollution.According to the actual situation of the society,it points out the main problems of the prevention and control of rural solid waste pollution in the three aspects of legislation,law enforcement and supervision.The third part is through the introduction of the advanced system of prevention and control of rural solid waste pollution in foreign countries,and analyzes the beneficial experience worthy of learning in China.The fourth part is to combine the actual needs of our country and put forward countermeasures for the problems found.
