A Study On The Legal System Of Rural Solid Waste Pollution Prevention And Control Of China

In recent years,"garbage village" phenomenon emerge in an endless stream, ruralgarbage has become the obstacle of new rural construction, solid waste is the solid wastesgenerated in daily life or for the daily life of service activities of the solid waste and the law,administrative regulations. With the improvement of living standards, rural living garbageoutput and material have undergone tremendous changes, also pose a great threat to thesafety of the ecological environment in rural areas, and serious harm to human health. Itwill be of great practical significance and theoretical significance to the study of preventionand control of solid waste pollution legislation of rural.Firstly, the basic situation of China’s rural solid waste pollution prevention and controlare introduced, and then from the legal system and the specific system analysis on presentsituation of solid waste pollution prevention and control in rural areas and the lack oflegislation in China, through the domestic and international legislation again, and analyzesits enlightenment to our country rural life garbage pollution prevention and controllegislation, finally from the the legislative system construction and legal systemestablishment and improvement of the establishment of a sound legal system of rural lifegarbage pollution prevention suggestions. In establishing and perfecting the rural solidwaste pollution prevention and control legislation, this paper puts forward someimprovement suggestions from three aspects. One, improve the rural solid waste pollutionprevention legal system, to improve the national legislation, and strengthen the constructionof special legislation and local laws and regulations; two, improvement of rural livingrubbish pollution prevention supporting legal system, including the improvement of themanagement system, garbage classification system, the establishment of responsibilityextension system, and try to reward and punishment system and waste fee system arecombined to implement, the reduction, resource system applied to the rural solid wastepollution prevention and control. Three, strengthen rural environmental protection publicityand education mechanism, produced by the hazards and control measures of harm torubbish the advocate and promote the popularization of legal knowledge to protect the ruralenvironment to enhance the participation of the public.
