Analysis Of Natural Disaster Information Framing And Public Attention Based On Government Microblogging Platform

Social media in recent years has become an important source of information released and obtained,of which Sina microblogging is a typical representative.Based on the advantages of information communication between microblogging platform,the construction of government microblogging platform is becoming more and more mature,and it is an effective tool for government officials to publish timely information in various social events and daily affairs,including all kinds of natural disaster information.The government microblogging platform embodies the high value of information communication in disaster management,especially in the response stage of disaster events.As the principle manager of emergency response,the publication of government microblogging information can effectively meet the information needs of public and promote the circulation of disaster information.As information providers,whether the government departments' information releasing model is coordinated with the public information needs will significantly affect the disaster information communication effect.Understanding government microblogging release frame and the corresponding public attention under disaster situation could help give full play to the government microblogging platform information communication potential,promote the natural disaster information management.This study first selects eight typical natural disaster events in recent years as the research object,collecting the disaster information and public attention data in the government microblogging platform in the process of disaster response,and analyzes the information release mode through the two aspects:information dynamics and information content difference,public attention analysis is also conduct through the two aspects.And the government microblogging interactive intervention strategy on the impact of public attention during disaster events is also investigated in this study.And then 3452 carly warning posts and public attention data from the meteorological government microblogging platform are collected to explore the release pattern of specific natural disaster information in daily disaster management and the generative mechanism of public attention to the messages.The main conclusions are as follows:1.The dynamic of information release of government microblogging platform during acute disaster is different from that of conventional natural disaster,so is the public attention response;2.Governmental microblogging information frames differ during different types of natural disaster events,in conventional event monitoring information frame dominates,while rescue action information frame dominates in acute event;3.Public embrace more attention to damage and casualty information during acute disasters,and public attention difference to various information frame depends on government responsibility perception degree of the disaster;4.Interaction with public can significantly improve the public concern to the government department;5.Public attention to disaster warning information is influenced by many factors,such as media richness and releasing time.
