The amount of pollutant and co2 emission from anchored ships is so huge that it has caused a serious threat to the atmospheric environment around the port and the health of the residents in the nearby area.In order to reduce the pollutants and greenhouse gas emissions of anchored ships,the governments have introduced a variety of emission reduction scheme.At present,there are two main ways to reduce the pollutant and greenhouse gas emissions.Regional governments selectively promote the two programs according to the local situation,some of the governments have issued a specific implementation details of the two programs,known as the low sulfur oil policy and shore power policy.This thesis studies the cost and benefit of the government of different emission reduction policies,and makes a comparative study of the emission reduction policies.At present,there are three kinds of ship emission reduction policies implemented in the domestic:1)implement the low sulfur oil policy compulsively;2)implement only shore power policy;3)Implement not only low sulfur oil policy but also shore power policy.Shore power policy has two charge modes:1,fixed charge 2,"oil and electricity" linkage charge.This thesis has established three cost-benefit models based on the and has taken the two different charge models into consideration during the establishing of cost-benefit model,making a comparative study of these three policies from three aspects:cost,benefit and cost benefit ratio of the government.This thesis has introduced a 0-1 variables in order to simulate the dynamic choice making process of shipper about weather to and shore power.This Thesis has made a empirical analysis on the ship arriving data of Shenzhen Shekou Container Port from March 2016 to March 2017,and it also compared the results of model under different fuel market conditions.When the fuel price is low,the results show that if the government adopts the policy two("oil and electricity" linkage charge),the cost-benefit ratio will be the lowest among the three policies.When the fuel price is high,if adopting the policy two(fixed shore power charge),the cost-benefit ratio will be the lowest.When adopting the policy three("oil and electricity" linkage charge),emission reduction is the largest regardless of oil price level.The use of shore power rate is the higher when adopting the "oil electricity linkage" charge model than adopting the fixed shore power charge model,which means the shipper are more willing to choose shore power than oil.Finally,according to the results of the empirical analysis,this Thesis has made some suggestions on the future emission reduction policy for Shenzhen Shekou port.
