The Research Of Implemengting Emission Reduction Policy About Main Pollutants In Jinjiang

Emission reduction,which means to reduce pollution emissions,is the focus of international and domestic social issues.With the increasing impact of global warming on human beings,countries around the world are paying more and more attention to reducing emissions.In the current economic and technological conditions,the amount of pollutant emissions continues to rise and environmental quality keeps deteriorating.Only through the pollutant emission reduction,can we control the total pollutant emissions within the target range to maintain the self-purification capacity of the environment,which contributes to improve the environmental quality and prevent the environmental quality from deteriorating.The completion of emission reduction targets can not be separated from the effective environmental management,and the government’s environmental management level is ultimately reflected through the implementation of local governments,.How to improve the implementation capacity of local government on emission reduction policy is worthy of in-depth discussion.When it comes to the implementation of pollution abatement policy,the scholars have made a great researches from many aspects like public policy implementation,pollution control and emission reduction,however,most of them lack field investigation and scarcely touches the influence of game between government and business on the emission reduction policy.This article mainly focus on the pollutant emission reduction policy in Jinjiang City,Fujian Province through the on-site research,based on the theory of emission policy and public policy implementation.In this article,the Smith Process Model was mainly used as a tool to analyze improve and explore the implementation emission reduction policy of major pollutants in Jinjiang City,seeking for the breakthrough both in the environmental protection and pollution reduction.
