Study On The Surface Drinking-water Sources Protection Of Legal System And Water Quality Assessment Methods In China And The United States

Drinking water has everything to do with human existence.Since taking water from drinking-water source is the first step of water usage,it's security issue is of great significance.From the current situation of water environment in China,drinking-water source has been polluted in varying degrees,the amount of drinking-water source that is not up to standards is on the rise,and water scarcity caused by water pollution has also occurred in recent years.This not only affects our country's sustainable development,but also poses a potential threat to human health.Therefore,according to China's current stage of drinking water environment and the quality of the situation and the past two years issued by the State Council on water pollution prevention and protection of ecological and environmental protection of the new requirements to protect the surface water quality of drinking water quality task is imminent.The United States is a country that started drinking water sources earlier and is an industrial developed country with a better environmental legal system and a water quality assessment method.This paper analyzes the legislative background and characteristics of legal protection of drinking water sources in China and the United States,and makes a comparative study on management system,protected area system,monitoring system,water quality standard,emergency response system,ecological protection compensation system and legal liability,Summed up our country in the legal protection system exists on the management system is not coordinated,the lack of systematic system of several aspects of the lack of.Through the analysis and comparison of water quality evaluation methods and data processing in China and the United States,it is understood that China's water quality evaluation method is simpler and more stringent than that of the United States.However,the evaluation results of water quality evaluation methods in the United States More comprehensive,more comprehensive scope of application.In order to better understand the water quality evaluation methods of China and the United States,this paper will study the Miyun Reservoir in 2015 as an example.The research results of American water quality evaluation method and the results of water quality evaluation method using single factor pollution index method are the standard of water quality of 12 months of Miyun Reservoir in the same year,which is based on the combination of multiple analysis techniques and water quality index evaluation.Finally,through two aspects which are management and protection system and technical method propose specific suggestions on improving the protection of surface drinking-water source in China,to provide references for the more comprehensive protection in the future.
