People oriented thought has becoming more and more important during the engineering construction.There are the important indicators which evaluate the quality of engineering construction project,such as the value of life,the importance of health,the protection of the ecological environment.The competition between the international oil companies has been transformed from the competition which solely relying on the capital and technological strength in the past to the competition which relying on the multiple factors including HSE.The HSE management system,which including international and high standards,can enhance the core competitiveness of oil companies and expand overseas markets.The system may help the company achieve a comprehensive,coordinated and sustainable development.The halfaya oilfield of southeast Iraq is a large-scale oilfield.Daqing oilfield engineering construction company is responsible for the third phase project construction of halfaya oilfield construction.Papers to Iraq,method and the third phase of oilfield ground construction engineering project as the research object,by the methods of literature review,case analysis the article analyzes the current situation and problems of HSE management.With the aid of HSE management system and project management theory,finding out the problems existing in the management,one is the security system,the system of the health system and environment system management is not perfect enough,the second is safe,healthy and environment is not advanced,various aspects technology security level 3 it is the Chinese and foreign personnel management quality and level is not enough,and respectively analyzed the reasons,on the basis of providing countermeasures,one is to strengthen the construction of HSE system,including the optimization of project HSE management system,improve the HSE management system,strictly according to Iraq's daily practice;Second,improve technology,including establishing HSE management network platform,optimization of files and data management,improve the technical level of the construction equipment HSE site inspection;Three is to enhance the management level,improve the HSE management personnel quality,strengthen HSE management personnel education and training,dynamic on a regular basis to carry out the HSE assessment to ensure implementation of execution.Finally provide corresponding guarantee measures,it is to do cultural construction,promoting the advanced nature of the HSE management;2 it is to do real bullying prevention management,fastened the HSE management of seat belts;Three is a prominent environmental management,balance the lifelines of the HSE management;Four is to strengthen the communication and management,the good HSE management of the steering wheel.Through the above security measures for the method and the third phase of oilfield ground construction engineering project smooth implementation of the HSE management system provides support.
