The Impacts Of Industrial Structure On Haze: A Case Study On Beijing-Tianjin-Hebei Area

In recent years haze has received more and more attention from public,along with"Haze" was proposed as a new word in 2012,particularly in Beijing-Tianjin-Hebei area.The haze problem has the potential to do great harm,not only to people's health but also to economy.That reflects the irrationality of economic structure and industrial structure.Therefore,if we want to solve the haze problem,it will be necessary for us to analyze the impacts of industrial structure on haze radically.In the theory part of this article I talked about the internal mechanism of the relationships between industrial structure and haze's formation by the political economic framework:interests pattern-subject behavior-institutional arrangement-incentive mechanism,and then based mentioned above this article analyzed the alterable relations between haze pollution and industrial upgrading and hold the view which saying:there is a positive relationship as the dominant industry shift from primary industry to secondary industry;and accordingly there is a negative relationship as the dominant industry shift from secondary industry to tertiary industry.In the empirical part of this article,I used the time series economic data(1992-2015)of Beijing-Tianjin-Hebei area to make a empirical test by VAR model.The result showed that there was an obvious correlation between industrial structures and haze pollution.At this stage the dominant industry of Beijing-Tianjin-Hebei area shift from secondary industry to tertiary industry,so the haze pollution would be relieved along with the industrial upgrading.This trend is slowing down in Beijing and Tianjin owe to their advanced industrial structure and have the risk of increasing pollution;Meanwhile,this trend is increasing in Hebei because of its elementary industrial structure and that shows a great potential space.Finally,based on the theoretical analysis and an empirical test of Beijing-Tianjin-Hebei area,this article comes up with several suggestions on policy making,which could be practical in the upgrading of industrial structure and the control of haze pollution.
