Study On Performance Evaluation Of Energy Saving And Emission Reduction In Thermal Power Enterprises

As an irreplaceable basic industry of national economy,the power industry results in the high consumption of resources and the large volume of waste emission.At present,the energy and environmental problems are increasingly serious.To push the change,China promulgated the “12th Five-Year plan of energy saving and emission reduction”.The thermal power enterprises are in immediate need to set up effective incentive mechanism,and the restraint mechanism for the environmental management also need to be improved.So that they can increase resource utilization rate and reduce pollutant discharge.Therefore,research of performance evaluation in energy saving and emission reduction for thermal power enterprises has important research value to help the enterprises adapt to the new requirements in the new electricity reform.Its conclusion will be guidance for the improvement of the internal management level,the core competitiveness and the performance management level.Firstly,this paper describes the status of environment in China and summarizes the requirements in the new round of electricity reform.Then,the basic theory of performance evaluation in energy saving and emission reduction for power enterprise are expounded.Based on the analysis of the production and operation characteristics of thermal power generation enterprises and the main problems faced by energy conservation and emission reduction,a new index system and the corresponding model for the performance evaluation is proposed.Furthermore,we take a power enterprise in Hebei Province as the research object and evaluate its performance using analytic hierarchy process,fuzzy comprehensive evaluation method and full permutation polygon index method.To improve the environment and promote the development of energy saving society,several relevant optimization suggestions are presented by taking both the static and dynamic assessment results into account.The research results are beneficial to the thermal power enterprises to transform the survival and sustainable development concept,enhance the consciousness of market orientation,grasp the “effect” and “efficiency” organic combination,establish effective management mechanism and improve the management level of enterprises in the energy saving and emission reduction.The research has certain positive significance to the improvement of social environment and the development of energy saving society.
