China is facing severe situation in energy saving and emission reduetion, and the VoluntaryApproach has been proven to be an effective way in this field, currently. Therefore, a comprehensiveoverview about the Voluntary Approach, such as the definition, the strengths and weaknesses and theinternational application of it, is given in this paperSecondly, SWOT analysis about applying Voluntary Approach in Chinese SMEs to save energyand reduce emission is carried out, which is based on the strengths and weaknesses of VoluntaryApproach, and the opportunities and treats of the targeted SMEs under present political andeconomic background. Besides, the feasibility study of applying Voluntary Approach in ChineseSMEs to save energy and reduce emission is analyzed, by using a mathematical method ofcomprehensive evaluation, matrix analysis,4-dimensional plane coordinate and gradient strength.And, what s more, a indicator system about the efficiency of energy saving and emission reduetion inChinese SMEs by Voluntary Approach is summarized, which is in accordance with SMARTprinciple.Thirdly, in order to improve the energy efficiency and environmental performance of ChineseSMEs, which refer to Voluntary Approach to realize the targets on energy saving and emissionreduetion, the Guideline for SMEs Implementing Voluntary Approach in Energy Saving andEmission Reduction in China was formulated. According to the guidelines, a textile enterprise inJingzhou signed the “Voluntary Agreement on Energy Saving and Emission Reduction” with thelocal government departments. The energy saving benefit, emission reduction benefit, economicbenefit and social benefit obtained by the above enterprise using Voluntary Approach were evaluatedin terms of the established evaluation indicators. It is shown that the textile enterprise saved618.27tbiomass,-204292.30~23368.73kWh electricity,624.61t steam and41326.9t fresh water, and alsoreduced10560kg COD,93.72kg NH3-N,976.09kg SO2and2358.40kg fume by VoluntaryApproach in2013. Lastly, suggestions on promoting Voluntary Approach in Chinese SMEs andevaluating its benefits of energy saving and emission reduction were given.Lastly, based on the analysis of each chapter and the summary of related materials,suggestionson how to promote Voluntary Approach in Chinese SMEs, and how to elevate performanceefficiency of Voluntary Approach totally are put forward.
