The current situation of resources and environment in our country has been very tough. The problems of resources over-exploitation, the greenhouse, haze and other issues have affected the normal life of residents seriously. Therefore, China must accelerate the transformation of economic development, and take efforts to promote economic restructuring and build a resource-saving and environment-friendly society, which can gradually ease the contradiction between economic growth and resource environment."Energy Saving and Emission Reduction" which can reduce energy consumption and pollutant emissions is a breakthrough in solving above problems. Meanwhile,"Circular Economy" as a new idea of economic development, has a high degree of unity with "Energy Saving and Emission Reduction", which can improve the performance in "Energy Saving and Emission Reduction".Thermal power industry as the largest section of energy consumption and pollutant emissions in China, the energy saving and emission reduction of thermal power industry has made some achievements, but there is still a certain gap with developed countries. Therefore, in order to evaluate the energy saving and emission reduction performance of thermal power enterprise scientifically and legitimately, this paper innovatively introduced circular economy theory into the evaluation of the energy saving and emission reduction performance of thermal power enterprise, and built a scientific evaluation index system of energy saving and emission reduction performance, combining the characteristics of thermal power production and circular economy. Meanwhile, the static and dynamic evaluation model were proposed to evaluate the energy saving and emission reduction performance of thermal power enterprise. In this way, not only the energy saving and emission reduction performance at one point can be evaluated, but also the changes of energy saving performance level for some time can be reflected. Therefore, the comprehensive assessment of the energy saving and emission reduction performance in the thermal enterprise can be achieved, which can improve the scientific management of the "energy saving and emission reduction"Paper includes four parts:First, this section described the connotation of circular economy, the relationship between energy saving and recycling economy, and analyzed the necessity of developing circular economy in order to improve thermal power enterprise to develop "energy saving and emission reduction". Meanwhile, this part summarized the policy and development status of energy saving and emission reduction in China’s thermal power industry. This part laid the theoretical and practical basis for the analysis of the energy saving and emission reduction performance of thermal power enterprise on the circular economic perspective.Second, this section presented the index system of the energy saving and emission reduction performance in thermal power enterprises based on the circular economic perspective. The index system included operating efficiency, energy and resource consumption, waste recycling, pollutant emissions, clean production management five second level indicators and twenty-three indicators. Meanwhile, the specific content of the various indicators were described.Third, this section presented the comprehensive evaluation of energy saving and emission reduction performance based on the ANP-improved element extension model. The basic theories and applicability of the ANP and element extension model were described. Meanwhile, the limitations of traditional element extension model were improved. Finally, taking a thermal power plant as an empirical example, the result showed that the energy saving performance of the plant is in "excellent" rating.Fourth, this section presented a comprehensive evaluation of energy saving and emission reduction performance of thermal power enterprises based on the entire-array-polygon indictor model. Through evaluating the energy saving and emission reduction performance index in different periods, the result reflected the trend of performance. Finally, the dynamic evaluation of energy saving and emission reduction performance in2009to2013showed that the energy saving performance index of the power plant gradually increased, the performance of energy saving and emission reduction based on the circular economy was obvious.
