September 2003,"Environmental Impact Assessment Law of People's Republic of China" after the formal implementation,Program environmental impact assessment(PEIA) became law,environmental factors involved in integrated decision-making of the national economy and social development,PEIA is EIA in program-level applications,is an early co-ordination in the program level the relationship between environment and development decision-making means to belong to the scope of SEA.PEIA is the central link to achieve sustainable development.PEIA need establish acomprehensive assessable indicators system,it's a statistical indicatorsgroup that can reflect every character of the program area include zoology,nature,using of resource and energy,society and economy.The framework of indicators system decides the content of the EIA.EIA will reflect the influence of the program using the indicators system.Hydropower development's benefit is obvious,for it makes full use of hydroenergy;but it's environmental impact is also serious than a single hydropower station.Thus,basin hydropower program to carry out EIA has obvious practical significance.In this paper,drawing on domestic and international PEIA theory and indicator system for research results and practical experience,combined with basin hydropower program to practice in respect of EIA requirements,the analysis of river basin hydropower program the implementation of various environmental impacts that may arise on the basis of Construction of the corresponding matrix to identify the impact of factors,through systematic analysis of the establishment of PEIA indicator system of the basic theory,including indicators of the characteristics,type,construction of the guiding ideology,principles and build a model for Gansu Shulehe more than the main stream of Changma Reservoir River PEIA as an example,the basic indicators in order to establish a program framework for model evaluation indicator system of environmental impact,and through access to documents and analysis of the quantitative indicators of the assignment,and finally the use of Analytical Hierarchy Process,respectively,in PEIA indicators system of weighting of indicators,selected core indicators,to distinguish between primary and secondary.Finally,the study summed up the shortage of proposals put forward.In this paper,carried out by the PEIA indicator system of research and application,can provide the theoretical support for the river basin hydropower PEIA or other SEA.
