The high resource consumption,low productivity and high pollution of extensive development pattern caused serious pollution and destruction for China's environment.The Fifth Plenum of the 18 th Central Committee of the Communist Party of China introduces five development concepts: “innovation,coordination,green development,opening up and sharing”.Green development is an inevitable choice to promote harmonious development between human being and nature.Eighteenth National Congress of the Communist Party of China pointed out that upgrading industrial structure can promote energy conservation and pollution reduction,realize green development.At present,we must give up the kind of not sustainable development pattern we used formerly and use the sustainable development pattern.Environmental efficiency somehow reflect the quality of the environment.Study the impact of industrial structure evolution on environmental efficiency has a certain significance.It is significant to promote harmonious development between economic and environment.This paper reviews the existing literatures on industrial structure evolution and environmental efficiency research,based on defining the concept of industrial structure evolution and environmental efficiency,mechanisms of impact of industrial structure evolution on environmental efficiency is analyzed.Then,an analysis of industrial structure evolution and environmental qualitychange in Chinaare made.By using panel data of 30 provinces in China from 2000 to 2014,the Moore value and the SBM model based on global DEA technology are used to calculate China's industrial structure evolution and environmental efficiency respectively.At the same time,the results of China's industrial structure evolution and environmental efficiency are used to analyze the relevance between industrial structure evolution and environmental efficiency.Finally,the impact of industrial structure evolution on environmental efficiency is empirically tested.The results of this study show that:(1)China's current industrial upgrading has a good effect on environment.East China's Moore value is the highest,the ranking of Middle and West China is changeable.(2)From 2000 to 2014,China's environmental efficiency was improved.East China's environmental efficiency is the highest,and the regional gap of environment efficiency become larger between East China and the other.In 2000-2002,theenvironmental efficiency in the West China was higher than Middle China,but it was overtaken by Middle China after 2002.(3)The industrial upgrading of China improved the environmental efficiency.(4)The improved opening-up level and the consumption of resources have an negative effect on environmental performance,and the environmental regulation has no effect on it.Economic development promotes environmental efficiency.Population density has positive influence on environmental efficiency in China and East China,but in the Middle and West China,the result is opposite.At last,the recommendation is proposed basing on the findings.
