Fossil energy consumption is the main energy consumption in our country,but its combustion of carbon dioxide is a greenhouse gas and one of the leading causes of extreme weather.In recent years,China's fossil fuel emissions of greenhouse gases,the world for a long time,and increasing the share of emissions.Therefore,China announced in 2009,"2009,compared to carbon intensity by 40%-40% by 2005." Therefore,how to balance economic development and carbon emissions,the regional distribution of carbon emissions is reasonable has become a core problem to be solved.Beijing-Tianjin-Hebei area as a national focus on the development of one of the three major economic belt.How to achieve the goal of the area,promote the sustainable development of Beijing-Tianjin-Hebei region economy has important theoretical significance and practical significance.In view of this,this article through to the Beijing-Tianjin-Hebei district energy consumption and carbon emissions present situation analysis and using the directional distance function of Beijing-Tianjin-Hebei region carbon emissions total efficiency calculation and distribution with ZSG-DEA model.The main research contents of this paper can be summarized as the following three aspects: first,this paper uses carbon emissions in Beijing Tianjin Hebei region in 2003-2013,and the Beijing Tianjin Hebei region and the total level of Beijing Tianjin Hebei carbon emissions status and energy consumption are analyzed.Secondly,the direction of the distance function of 2003-2013 during the Beijing Tianjin Hebei region(hereinafter referred to as the carbon dioxide emissions of carbon emissions)efficiency estimates,and the efficiency of the regional differences of Beijing Tianjin Hebei are analyzed;then introduced the principle and method of total emission distribution of carbon dioxide,and construct the distribution model by environmental production technology based on zero sum game(Zero Sum Gains,referred to as ZSG-DEA).Again,the non expected carbon emissions as output variables of macro production process,combined with the ZSG-DEA method proposed by DEA party efficiency distribution model.Method of programming,with the goal of maximizing the overall technical efficiency,allocation efficiency model of carbon emissions of the Beijing Tianjin Hebei region;on this basis,in 2020 as an example,to study the distribution of carbon emission efficiency of the Beijing Tianjin Hebei region.Finally,the efficiency of the allocation results of the Beijing Tianjin Hebei region,puts forward carbon emissions regulation measures.Mainly through the improvement on the carbon emission reduction responsibility,and actively promote the establishment and improvement of carbon trading market,change the concept of development,adjust the energy structure of the region,improve energy efficiency,analysis system to develop emission reduction and the establishment of regional cooperation mechanism and a series of comprehensive measures to promote the implementation of energy-saving emission reduction targets.This study not only enriches the theory and method of low carbon economy,and provides theoretical support for the development of low carbon economy in Beijing Tianjin Hebei region.
