| Water is the source of life,obtaining security water is the basic needs of human existence.With the rapid development of china's economy,continued expansion of urban scale,sustainly used drinking water sources and the protection has become a key and safeguard to socio-economic sustainable development .As the urban drinking water sources protection zones,its status is day by day important.However, in recent years,for drinking water sources's ecological protection,because it is lack of ecological protection and ecological compensation policies,ledding the environment quality deterioration for drinking water sources protection zones,it threatens the urban drinking water's quality and safety. At the same time, for protecting drinking water sources protection zones,local government and residents lost many development opportunities, economic development level is far behind the other regions .Exploring the practical drinking water source protection zone 's eco-compensation mechanism is an effective solution to drinking water source protection and economic development. In this paper ,with Ningbo Jiaokou-Zhougongzhai reservoir as an example,using a combination of normative research and empirical analysis,qualitative and quantitative methods to study drinking water source protection zone 's eco-compensation mechanism.The thesis is composed of six chapters. In Chapter 1 elaborates the background and significance for drinking water source protection zone 's eco-compensation, and proposes to establish and improve the drinking water source protection zone's eco-compensation mechanism,then illustrates the research ideas,content, structure and method; In Chapter 2 from different angles discusses the concept of ecological compensation mechanism,then analyzes the drinking water source protection zone's eco-compensation basic theory and the research from home and abroad in order to stay a good foundation for the analysis the drinking water source protection further;In Chapter 3, through the field survey interviews,analyzes the basic conditions and pollution status of Jiaokou-Zhougongzhai reservoir's drinking water source protection zone,and summarizes the current status and problems of ecological compensation mechanism in this region;In Chapter 4 through the establishment of calculation model and comparative analysis,quantificatly researches Jiaokou-Zhougongzhai reservoir's drinking water source protection zone 's eco-compensation mechanism;In Chapter 5 proposes perfect general ideas about Jiaokou-Zhougongzhai reservoir's drinking water source protection zone 's eco-compensation mechanism, including the game analysis of eco-compensation mechanism, compensation principles, approaches, ways,funds collection and safeguard mechanism, several important relations of the ecological compensation mechanism and so on; In Chapter 6, provides ecological compensation countermeasure for Jiaokou-Zhougongzhai reservoir's drinking water source protection zone's eco-compensation from Legal, organization and leadership, environmental protection, public education and scientific research. |
