A Study On Carbon Labeling System In China

Carbon labeling system is a process that enterprise applies to the carbon label management institutions,and carbon label management institutions entrust third party agencies to notarize a professional Carbon Footprint Verification)CFV(,then issue a certificate of enterprise product or services to life cycle of the total amount of greenhouse gas emissions to enterprise after the verification.Carbon labeling system as a new means to cope with global climate change,has been accepted by most developed countries,the UK,France,the United States,Japan and other countries have established a relatively perfect carbon labeling system.Carbon labeling system can be divided into mandatory carbon labeling and voluntary carbon labeling,most of which implement a voluntary carbon labeling system.The development of carbon labeling system in developed countries is quite fast,it is because carbon labeling system has been regarded as an important means to protect their domestic industries.There are two reasons for the development of carbon labeling system in China: first,China has become the world's largest emitter of greenhouse gases,and the deterioration of domestic environment is serious,one or several kinds of methods to solve this environmental crisis are in urgent.Second,developed countries have implemented carbon labeling system,they could limit the economies of developing countries without constraints of WTO framework through using carbon labeling system.This paper is divided into five parts.Through the analysis of theory and practice,the paper puts forward some useful suggestions on the construction of carbon labeling system in China.The first part is the introduction,the main content of this part is the background of the topic,research status at home and abroad and innovation point.The second part is the basic theory of carbon labeling system,which mainly analyzes the connotation and legal attribute of carbon labeling,and analyzes the urgency and feasibility of constructing and implementing carbon labeling system in China combined with national conditions.The third part is the introduction and experience of carbon labeling system in major developed countries,which mainly analyzes the emergence,development and improvement of carbon labeling system in Britain,France,Germany,USA and Japan,and finally concludes the general characteristics from the comparison of carbon labeling system in different countries.The fourth part is the development status and shortcomings of domestic carbon labeling system.In this part,the paper analyzes the current legislation and practice status of China's carbon labeling system,and draws the gap and deficiency of carbon labeling system between China and developed countries.The fifth part is the suggestions on construction of China's carbon labeling system.Firstly,it analyzes how to deal with the trade barriers formed by carbon labeling system in developed countries,and then analyzes and gives the countermeasures according to the components of carbon labeling.
