With the intensification of global climate change, energy saving, low-carbon emissionreduction is increasingly becoming the focus of attention. Low energy consumption, lowpollution, low carbon-emission-based economic development, would be more and morerespected by governments.When countries develop low-carbon economy in full swing, thecarbon footprint label affixed to the product as a voluntary certification labels are also quietlyemerged.China is a country has not only large greenhouse gas emission, but also the biggestexport; however, China is still lack of a mature carbon label system. By either the domesticrequirement of developing a low-carbon economy, or the new-raising trade barriers, it isnecessary to study the existing carbon label from other countries and to develop a carbonlabel system for our own. We learn from the experiences and achievements of developedcountries and regions associated carbon labeling system for building the European Union,North America and Japan, combined with the general theory of public policy analysis, anddiscuss its impact on China and inspiration, in order to explore suitable for China to establisha carbon labeling system path.The path along the policy objectives, policies and programs,the main policy, policy implementation and policy effectiveness evaluation node expansion,construction of a carbon labeling system for clearance of ideas.
