The Study Of The Carbon Emission Effect Of Regional Environmental Regulation In China

Economic development and environmental protection were meditated by human because of environmental pollution and global warming.As a carbon emission large country,Chinese government shouldered the great burden of carbon emission reduction in the world.This research based on the theory of the porter hypothesis,pollution haven as well as "green paradox" effect and so on and selected the data of 30 provinces(except Tibet)in China from 2004 to 2014.Firstly,this paper calculated three kinds of environmental regulation index including command and control regulation,market incentive regulation and recessivity regulation by using the entropy value method.Secondly,this paper tested the spacial correlation of carbon intensity of the 30 provinces under the four kinds of spacial weight matrixes.Thirdly,this paper analysed the direct effect and indirect effect of carbon emission effect of environmental regulation in China by using spacial panel data model.Lastly,this paper resolved the direct effect and indirect effect of carbon emission effect of environmental regulation in the East,Central and West regions to compare the difference of the three regions.The research results mainly includes the following three aspects.(1)China's 30 provinces' carbon intensity had significant positive spacial correlation which is increasingly growth from 2004 to 2014.And in terms of the space distribution,the carbon intensity appeared the characteristic of "south low and north high".(2)The environmental regulation didn't appear the effect of "green paradox" in China.Specifically,command and control regulation and recessivity regulation had no significant effect of carbon emission,but market incentive regulation had salient effect of carbon emission reduction.In terms of the indirect effect,no matter the pollution halo or the pollution haven hypothesis,they didn't get the confirmation in the empirical research.Even though the porter hypothesis got the confirmation,it depended on the type of environmental regulation.(3)In terms of the graphs of effect decomposition in East,Central and West regions,no matter the direct effect or indirect effect,the local effect was stronger than the spillover effect,and the impact on the non-adjacent areas could be ignored.The effect of environmental regulation reduction presented thefeature of gradually decreasing from the East to the West.The phenomenon of "green paradox" more likely to occured in the inland area and triggered by the command and control regulation.The effect of carbon emission reduction presented the feature of decreasing from the Central to the East and the West because of the mechanism of pollution halo.The effect of carbon emission reduction presented the feature of decreasing from the East and the West to the Central because of the mechanism of porter hypothesis.In order to promote the sustainable development of Chinese economy and realize the win-win of economy and environment.We should develop the demonstration effect of carbon emission reduction,coordinate the regional policies of carbon emission reduction,perfect the system of environmental regulation,increase the intensity of policies conduction,pay attention to the application of market mechnism,pollution halo mechnism and porter hypothesis mechnism,change the form of economic development.
