China has become the first country of carbon emissions.In this context,how to coordinate the relationship between the environmental regulation,urbanization and carbon emissions in the development of low-carbon economy and maintain steady growth has become a key issue.The relationship between environmental regulation,urbanization and carbon emissions is a complex systemual relationship.This paper studies the impact of environmental regulation,urbanization and other variables on carbon emissions from both theoretical and empirical aspects,and explores the carbon reduction path suitable for China according to the determinants of carbon emissions.Since the eighteenth century industrial revolution,industrialization has greatly promoted the development of human society.However,the economic development based on the large amount of energy consumption in the promotion of human civilization and material progress,at the same time the ecological environment has also caused immeasurable damage,global warming has become the environmental problems of the entire human society.Under the dual pressure of economic development and environmental protection,the government,enterprises and the public pay more and more attention to the formulation and implementation of environmental regulation.It has the great practical significance to study the effect of environmental regulation on carbon emission reduction.Urbanization is an important feature of China's economic development at this stage.Carbon reduction is related to the long-term and sustainable development of China's economy and society.It is also an important responsibility for the environment and climate change of the whole world.Under the background of the new urbanization,this paper studies the impact of urbanization on carbon emissions,and has a strong reality for seeking the coordinated development of Chinese urbanization process and carbon emission reduction,optimizing the pattern of urbanization and improving environmental regulation significance.The main contents are as follows:This paper based on the panel data of 27 provinces,citis and autonomous regions in China from 2000 to 2015,the carbon emission intensity of China is taken as the object of study.Based on the important factors influencing the intensity of carbon emission,this paper focuses on the effect of environmental regulation and urbanization on carbon emission intensity,and the influence of environmental regulation and urbanization on carbon emission was verified by spatial econometric model.First,using the Moran index to test the carbon emission intensity with spatial autocorrelation,the space spillover effect can be observed by the space econometric model.Using the Hausman test,the LM test,and the Wald test,we should use the fixed effect to study the spatial econometric model.Then we analysis the various factors of the carbon emission intensity,the variables on the carbon emission intensity departed to the direct effect and indirect effect.The results show that population urbanization can reduce the intensity of carbon emission to a certain extent both from direct effect and indirect effect.But we can't blind to raise the level of population urbanization of our country,we should correctly guide the flowing direction in the process of the urbanization of population,ensuring that the regional population urbanization reaches a certain level,it is helpful to inhibit the increase of carbon emissions;at the same time,through the industrial layout,policy guidance,etc.,to promote the rational flow of population in the region,to balance the level of population urbanization level,to create a reasonable layout of the population of large towns,to enhance the population of urbanization on the indirect effects of carbon emissions.Land urbanization mainly through indirect effects to curb Chinese carbon emissions,and this suppression effect is more obvious.We need to improve the land urbanization in China and maintain the rational distribution of land and urbanization in the region.On the contrary,the implementation of environmental regulation policy did not effectively reduce the intensity of carbon emissions,but to some extent increased the intensity of carbon emissions,which scholars have to use the "green paradox" theory to explain.Environmental regulation for the improvement of carbon intensity is mainly achieved through indirect effects,which this paper argues that part of the region under pressure from environmental regulation policy,moving the pollution factory to the border of the region,thus increasing the adjacent areas of environmental pollution strength.Environmental regulation should be gradual,if the regulation policy suddenly improving strictly,it will make the fossil fuel developers expect their profits will be greatly reduced,prompting them to develop fossil fuels faster,which is negative for reducing carbon intensity.
