Since the beginning of the 21 st century,the world economy has developed rapidly,but it has also brought about a series of environmental pollution,ecological imbalance and other serious threats to human survival.China as the biggest developing country in the world,formed over a long period of time since the founding of new China heavy development of light environment,the concept of governance after pollution,although in the economy has become the world's second largest economy,but the environment is suffering unprecedented destruction.Manufacturing has long been a mainstay of our national economy,in solving the employment,to create wealth,promote national play an irreplaceable role in hard power,but is also a greatest source of environmental pollution in our country.Now,the Chinese people's environmental protection consciousness is more and more strong,quality of life requirement also more and more high,at present how to achieve environmental protection,at the same time to reduce as much as possible on the regulation of enterprises and regional economic growth is produced adverse effect,and formulate and implement appropriate and effective environmental regulation policy,in order to achieve "win-win" of economic rights and environmental protection has always been the goal of our government pursues.The two key factors are environmental regulation and technological innovation.Technological innovation is the economic rights of endogenous driving factors,and is helpful to optimize the industrial structure,to reduce the energy consumption,environmental protection,is to realize the development of economic growth and environmental protection is an effective means of "double satisfaction" situation.In today's world,implementing environmental regulation is also a strategic choice for governments,which plays an irreplaceable role in environmental protection.At the same time,the implementation of the environmental regulation policy has a great influence on the enthusiasm of the enterprise for technological innovation,and also affects the speed and depth of the diffusion of technology.Therefore,both domestic and international scholars are very concerned about the impact of environmental regulation on technological innovation ability,and have conducted extensive research on the relationship between the two.At the current reality of manufacturing in China and environmental situation,environmental regulation have any impact on technological innovation,how to long economic rights and environmental protection "win-win" development path,is a very hot topic is worth discussing deeply.It is also a question of whether our manufacturing industry can participate in international competition in the future.Stand in the Angle of the manufacturing industry,this paper according to the world industry standard to select the 30 of its manufacturing industry,brought together the industry industry data of 2004-2015,by the empirical test the influence of environmental regulation on China's manufacturing technology innovation ability effect.According to the study the following main conclusions:(1)the intensity of environmental regulation and enterprise's r&d spending is not a simple linear relations,but present a first down after up "U" type dynamic characteristics.(2)the FDI and a significant promoting effect on technology innovation enterprise scale,but in environmental regulation constraint condition,the FDI to the enterprise technological innovation appear negative effects,and enterprise scale is not influenced by environmental regulation of constraint.(3)the number of scientific and technological personnel and the profit margin of the enterprise can greatly facilitate the technological innovation of enterprises and are not bound by the regulations of the environment.Finally,by studying the conclusion put forward the corresponding policy recommendations,formulate appropriate intensity of environmental regulation,establish the subject status of the enterprise innovation,to improve the quality of professional education,improve the infrastructure and policies and regulations,increase support of environmental protection industry and other measures to offset the environmental regulation of the negative influence on the technological innovation.
