Study On The Ecological Protection Red Line In Nanjiang County Of Sichuan Province

Ecological protection red line refer to the boundary controlled strictly and delineated in the key ecologically functional zones,ecologically sensitive area and ecologically vulnerable area,which is the bottom line of the national and regional ecological security..Nanjiang County is located in the "Qinling-Daba Mountain biodiversity conservation and water conservation important area" of national important ecological function area.It is of great strategic significance to define the ecological protection red line in Nan jiang County,which can maintain ecological security and promote sustainable economic development.Using the remote sensing and geographic information technology as main means of research,according to the ecological characteristics and the main ecological and environmental problems of the study area,refered to the delineated technology guide of ecological protection red line,which was promulgated by the Ministry of Environmental Protection in 2015,designated the ecological protection red line of Nan jiang County.The main content and conclusions were included:(1)In view of the characteristics of Nan jiang County,the function of water conservation,biological diversity and soil conservation were selected to evaluate.The water conservation function was evaluated by means of precipitation storage.biological diversity was evaluated by the habitat quality index;soil conservation function was evaluated by using t(RULSE).And on the basis of the above function of single factor evaluation,using analytic hierarchy process to determine each factor weight,comprehensive evaluation of the importance of ecosystem services was carried out.Evaluation results could be divided into four levels of importance:the extremely important,important,moderately important,important general,the extremely important part was delineated to the ecosystem services red line,with 1055.75 square kilometers,accounting for 31.1% of the County area.(2)Considerd the regional characteristics of Nan jiang County and the major ecological and environmental problem,soil erosion and rocky desertification were selected to evaluate the ecological environment sensitivity in Nan jiang County.Rainfall erosivity,soil erodibility,topographic relief and surface vegetation coverage were selected for index to evaluate the soil erosion;karst landform,slope factor,vegetation coverage were selected for index to evaluate rocky desertification.And on the basis of the above function of single factor evaluation,using expert scoring method to determine each factor weight,comprehensive evaluation of sensitivity of ecological environment was carried out.Evaluation results could be divided into five levels of sensitivity :the extremely sensitive,highly sensitive,moderately sensitive,mildly sensitive,insensitive,the extremely sensitivity part was delineated to the eco-environment sensitivity red line,with 416.28 square kilometers,accounting for 12.3% of the County area.(3)The Micron Hill National Forest Park,Guang wu Mountain – Nuo shui River National Geological Park,Guang wu Mountain National Scenic Area,Guang wu Mountain Provincial Nature Reserve,the size of Lan Gou Provincial Nature Reserve were delineated to prohibited development red line,with 680.4 square kilometers,accounting for 20.1 percent of the total area of the County.(4)By using the spatial analysis function of ArcGIS,superimposed ecosystem services red line,ecological environment sensitivity red line and prohibited development red line,the ecological protection red line area was delineated in Nan jiang County,which mainly distributed in northern area in the County.The area of the ecological protection red line in Nan jiang County was 1851.04 square kilometers,which accounted for 54.6% of the County area.The prohibited development red line,overlapping parts of eco-environment sensitivity red line and ecosystem services red line with prohibited development red line was delineated to the class?ecological protection red line,with 680.4 square kilometers,accounting for 20.1% of the County area;the rest was delineated to the class?ecological protection red line,with 1170.64 square kilometers,accounting for 34.5% of the County area(5)Based on the ecological protection red line delineation results,combined with status of the study area,the local control measures of ecological protection red line was proposed.
