Applications Of GIS,RS&GNSS Technology In Ecological Value Compensation On Key Towns In Lonchang County Of Sichuan Province

With the rapid development of social economy,the severe resources and environment problems,make people more expect healthy eco-environment.Although the government has already carried out ecological compensation practices widely in various fields,such as the project of returning farmland to forest,the national nature reserve,the policy of agricultural support protection subsidies,etc,the existing ecological compensation still exist many problems,such as unreasonable compensation standard,the term of compensation scope too narrow,short,a single source of funds,etc.Using 3S technology on four key townships in Longchang County,we try to build evaluation index system of the townships and to estimate ecological value,and compared with actual situation of local economic development of the towns,to determine the compensation priority of the towns,then based on the research methods of this article to discuss regional ecological compensation standards.The main achievements and understanding of this thesis are:(1)We chose four townships(jine,shiyanqiao,yujian,shinian)of Longchang county as the research area.According to the characteristics of vegetation distribution and geographical location of the research area,we select five ecological value estimation index(organic material production,nutrient cycling,soil conservation value,water conservation,air quality regulation)to establish ecological value evaluation model based on 3S technology.(2)We compute vegetation coverage,vegetation net primary productivity and five ecological value estimation indexes through the ecological value estimation model,the total ecological value of research area was 5.02 billion yuan,ecological value per unit area was between 878 and 1691590 yuan(hm2·a).Compared with actual situation of local economic development of the towns,found that the compensation priority of the towns was Shinian Town>Yujian Town>Shiyanqiao Town>Jine Town,the priority of ecological compensation was proportional to the ecological value per unit area and opposite to the economic level.(3)Analyzing from the different ecosystem assessment indexes,we found that value of soil conservation > value of air quality regulation >value of water conservation > value of nutrient cycling.Because cultivated land proportion of the research area was larger,the value of soil conservation was 4.799 billion yuan,the percentage was more than 95%;The value of air quality regulation was 134 million yuan,the percentage was 2.67%;The value of organic material production was 64.3million yuan,the percentage was 1.28%;The value of water conservation was 14.03 million yuan,the percentage just was 0.28%;The value of nutrient cycling was 8.52 million yuan,the percentage was only 0.17%.(4)Analyzing from the different ecosystem,we found that cultivated land >woodland > water > construction land > grassland > unused land.the ecological value of cultivated land was 4.725 billion yuan and 94% of the total ecological value.The ecological value of woodland was168 million yuan and 3.34% of the total ecological value;The ecological value of water was 80 million yuan and 1.6% of the total ecological value;The percentage of ecological value of the construction land,grassland and unused land was less than 1% of the total ecological value.(5)Comparing the ecological value with vegetation coverage and spatial distribution of land use in the research area,we found that the ecological value of cultivated land maintaining by farmers was more than natural forest,and the ecological value of cultivated land located in the south area of mountain,for the long lighting time,was higher than cultivated land located in the north area of mountain.(6)Analyzing the existing problems of ecological value compensation standard,we discussed how to develop scientific and reasonable ecological compensation standard by means of the research methods of this article.
