Research On Efficiency Evaluation For Enterprise Environment Based On SBM Model

With our country's sustainable development strategy is put forward and carried out,research on environmental efficiency and environment efficiency evaluation go deep into constantly .The concept and method of environmental efficiency research got a lot of application in practice.Through the analysis of the current research on the environmental efficiency in China, We found that the current domestic research on ecological efficiency has already have a certain foundation.Especially in the field of circular economy construction and evaluation research,there exists much researches.The evaluation method of ecological efficiency also varies a lot.This paper carries the efficiency of the enterprise environment evaluation as the research key on the basis of existing research literature.It designs the environmental efficiency evaluation model based on SBM considering the unwinding elements. This paper is aimed at providing a new method of feasibility to scientific efficiency evaluation and the energy conservation and emissions reduction for the enterprise.Meanwhile it provides beneficial reference for the relevant departments to consider enterprise real efficiency and to formulate corresponding measures.It also provides certain reference for our country to improve energy efficiency and strengthen environmental management.This paper first introduces the research status of environmental efficiency evaluation and states related concepts of environmental efficiency evaluation, laying the theoretical foundation of the full text. Second, after determining the basic train of thought of environmental efficiency evaluation,this article selects all staff number,fixed asset investment, enterprise real gross value of industrial output and sulfur dioxide emissions as input and output indicators.It achieves to include environmental factors in business efficiency evaluation system by building the environmental efficiency evaluation model based on DEA-SBM measuring the environment of the enterprise efficiency.In the process of concrete operation, this article puts the company all staff number, fixed asset investment as input index,enterprise real gross value of industrial output as expected output indicators and sulfur dioxide emissions as undesired output indicators to calculate the environmental efficiency of evaluation of enterprises by designing the SBM model based on DEA.Since taking over the environmental efficiency of enterprise in Heilongjiang province as the research object,it needs to get a different enterprise efficiency value in different periods of change.As a result, finally, the paper used DEA window analysis for analyzing the efficiency of enterprise environment to reflect the dynamic changes of the environment efficiency over time to achieve the goal of dynamic evaluation of enterprise environment efficiency.Finally this paper carries the efficiency of the enterprise environment evaluation as the research key on the basis of existing research literature. And it takes 13 enterprises in Heilongjiang province as an example,calculates the the efficiency of enterprise environment from 2001 to 20100,getting some research results:1.Enterprise 6 gets the highest average environmental efficiency value,close to 1.0 and enterprise 1 gets the lowest,less than 0.3.In the western region efficiency values are higher than other regions on average,reaching more than 0.8.The central region takes the second place,between 0.4 and 0.6.The eastern region gets the lowest average efficiency value on average,below 0.4.2.1n each of the three regions enterprise average efficiency value environmental change trend is basically the same:smoothly in 2001-2005, appears volatility in 2006-2007, volatility.It emerges the trend of decreasing first then rising slowly.The whole 13 sample enterprises in western region has higher average efficiency value;central enterprises' average efficiency is close to the provincial level;eastern overall efficiency value is below to the provincial level.3.In addition to the individual enterprises,the province most sample enterprise environment efficiency value increased.Especially enterprise 9 and 12 efficiency value grows significantly, getting the efficiency value of 1.0 in 2010,become effective decision making units.
