A Study On Effects Of M City Sewage Treatment Project In Mode Of Public Private Partnership

Nowadays in China,the development of our country is confronted with "The three period superimposed" contradiction,regional financial system changes,local government investment construction funds under a lot of gaps.Construction in the field of sewage treatment in China has been behind the pace of urbanization,directly affect the local economy,the environment,and the development of the society.Under the national policy,M city actively adopts the Public Private Partnership model for sewage treatment project construction,which can achieve the desired operation effect.it needs further analysis in this article.Therefore,based on the related theory of Public Private Partnership,I am trying to adopt the method of qualitative comparison and quantitative financial estimates to analyse the whole life cycle of Thirty years of operation effect from two levels of background analysis and comparative analysis.The results found that(1)Combined with the status of the sewage treatment plant itself and the national policy environment,using the method of quantitative finance measure value in the same output effect is the same situation and adoptting the Public Private Partnership mode is profitable.(2)Comparing the traditional model,M city wastewater treatment plant of the Public Private Partnership mode still exists the following problems: The early stage of the approval process is longer,which affects the efficiency of operations;Unreasonable equity structure will less investment enthusiasm;Related law does not reach the Public Private Partnership designated position,which will restrict the late implementation;Increased risk of late will weaken the effect.In view of the above found,I have put forward four suggestions to improve the operational efficiency of the project and to promote the transformation of development,due to achieve "winwin" situation providing the reference opinion,for instance,strengthen the construction of specialized agencies;according to the degree of a stake in the company's efforts to timely adjust ownership structure;perfect the project relevant laws and regulations;establish the Public Private Partnership project financing risk sharing mechanism.Besides,it can provide reference for the relevant sewage treatment industry as well as promote the sustainable development of economy and society in our country.
