As an important part of the public industry,sewage treatment is an important requirement for building an environment-friendly society.At December 2016,NDRC and MOHURD present new requirements in scale and capacity of urban sewage treatment.So,it will need about 564.4 billion yuan before 2020,which is a big burden for the government.For another,with reform and openness,China's social capital has been developing and accumulated a lot of money.But there is no effective and reasonable investment channels for social capital.So,this Dissertation attempts to construct a Public-Private-Partnership of urban sewage treatment project which meets the characteristics of sewage treatment industry,which has certain practical significance for the application of Public-Private-Partnership in sewage treatment.Firstly,this thesis analyses the development process of Chinese urban sewage treatment industry,and points out the reasons and feasibility of using Public-PrivatePartnership in the field of waste-water treatment.Then the organization structure and operation process of Public-Private-Partnership of urban sewage treatment is established,the financing structure,transaction structure,contract structure and regulatory structure is analyzed,and the responsibilities of government departments and social capital in this model is defined to ensure that Public—Private—Partnership is implemented smoothly.Based on analyzing the source of income of urban sewage treatment PPP project and the construction of income distribution.Finally,the relevant risks is identified,the importance of risk is analyzed and the risk sharing matrix is determined.According to the study of this thesis,we hope to enrich the theoretical system of the PPP model of the urban sewage treatment project,and provide some references for the healthy development of sewage treatment industry.
