| In the context of accelerating the process of urbanization,the number of urban residents in China has increased year by year,and the amount of sewage discharged has also risen sharply.Higher requirements have been placed on the number and operational efficiency of sewage treatment projects.The PPP model has become a breakthrough in alleviating government funding pressure.The PPP model can not only ease the debt crisis of local governments,but also give full play to the advantages of social capital,improve the efficiency of sewage treatment projects and reduce costs.In October 2016,the Ministry of Finance issued the "Circular on Deepening the PPP model in the Field of Public Services," and designated sewage treatment as a compulsory pilot of the PPP model.Although the Ministry of Finance has issued two editions of the VfM evaluation guideline,the implementation is not good.The consulting organization has intentionally manipulated the results of the VfM evaluation in order to meet the requirements of the owner,that is,the government,resulting in numerous problems during the later operation of the sewage treatment PPP project.In order to stop the failure of the PPP project for wastewater treatment from the root,it is extremely urgent to construct a practical and non-formal VfM evaluation system.First of all,this article introduces related concepts such as PPP model,value for money(VfM),and elaborates the theoretical basis of VfM evaluation,providing theoretical support for follow-up analysis.Subsequently,based on literature analysis,this paper proposes a VfM evaluation system that adapts to China's national conditions on the basis of learning from the experiences of mature countries in foreign PPP,that is,the “project-preparation” VfM evaluation system that combines the qualitative and quantitative analysis.Comparative analysis determined PSC as an evaluation tool for quantitative evaluation of VfM.Then,qualitative analysis and quantitative analysis of VfM are discussed.In terms of qualitative analysis,this paper is based on the guidelines of the Ministry of Finance.First,qualitative indicators are determined through literature reading,and then the conditions for entry of qualitative indicators are identified through project questionnaire surveys and interviews.Finally,the subjective and objective comprehensive valuation method is determined as a weight by comparative analysis.In terms of quantitative analysis,the composition and calculation of the PSC value and the PPP value in the setup phase and preparation phase are analyzed.Finally,the actual sewage treatment PPP project was introduced for case analysis,and the project was evaluated in terms of both qualitative and quantitative evaluations for VfM,and the evaluation system proposed in the previous article was verified. |
