This paper focuses on the influence of industrial agglomeration on the carbon emission efficiency of Chinese manufacturing industry. Firstly, the literatures on industrial agglomeration and carbon emission efficiency are analyzed and reviewed systematically. Secondly, the correlation between industrial agglomeration and carbon emission efficiency of manufacturing industry is observed. In addition, the internal mechanism of industrial agglomeration affecting the carbon emission efficiency of manufacturing industry is discussed. Finally, on the basis of theoretical analysis, this paper makes an empirical study on industrial agglomeration affecting the carbon emission efficiency of manufacturing industry. The purpose of this paper is to reveal the internal mechanism of industrial agglomeration influencing the carbon emission efficiency of Chinese manufacturing industry, and to provide theoretical support and policy suggestions for realizing the green development of various regions and various industries in China, reducing carbon emissions and developing high-speed economy.The theoretical analysis shows that industrial agglomeration can promote the improvement of carbon emission efficiency mainly through the following four aspects: (1) Industrial agglomeration can bring knowledge spillovers, can generate and spread new knowledge, new technologies and new methods easily, which can improve the carbon emission efficiency of enterprises in the gathering area; (2)Industrial agglomeration can bring some shared infrastructure, reducing energy consumption and carbon emission by reducing the reusing and rebuilding of infrastructure, and can save the cost of using and constructing facilities of enterprises,thereby increasing the carbon emission efficiency of enterprises in the gathering area.For example, the infrastructure can include energy supply facilities and environmental infrastructure; (3) Industrial agglomeration can bring about the improvement of human capital level, enhance the operation level of the labor force in the gathering area, save the labor cost, and improve the carbon emission efficiency of the enterprises in the gathering area. Firstly, the manufacturing gathering area can attract a large number of labor force across the country. Secondly, the manufacturing gathering area can attract a large number of high-tech talent experts across the country and the world. Finally, the manufacturing gathering area can save the labor cost, so that the savings of capital can be used for R&D investment, development and application of green energy-saving environmental technology; (4) Industrial agglomeration can bring strong competitive pressure, the fierce competition in the gathering area will urge enterprises to make technological innovation, increase the development and application of energy saving and environmental protection technology, so as to improve the carbon emission efficiency of enterprises in the gathering area.The influence of industrial agglomeration on the carbon emission efficiency of Chinese manufacturing industry and its regional differences show that under the conditions of opening to the outside world, property rights structure and environmental regulation, industrial agglomeration can significantly promote the improvement of carbon emission efficiency in regional manufacturing industry;region-specific comparative analysis reveals that the influence of industrial agglomeration on Chinese manufacturing industry carbon emission efficiency in eastern region is greater than the other regions. Combined with the industrial agglomeration level and carbon emission efficiency level of eastern region are significantly higher than that of other regions, implying that the regional differences of carbon emissions efficiency will be further expanded.The influence of industrial agglomeration on the carbon emission efficiency of Chinese manufacturing industry and its industrial differences show that, under the conditions of opening to the outside world, property rights structure and environmental regulation, industrial agglomeration can significantly promote the improvement of carbon emission efficiency of manufacturing industry. Comparative analysis shows that there are obvious differences in the influence of industrial agglomeration on carbon emission efficiency: the influence of high efficiency industry agglomeration on carbon emission efficiency is greater than that of low efficiency industry. Combined with the fact that the current high efficiency industry agglomeration level and the level of carbon emission efficiency are significantly higher than the low efficiency industry, the difference of carbon emission efficiency among different industries will be further expanded.Based on the above conclusions, this paper puts forward two ways to improve the carbon emission efficiency of Chinese manufacturing industry: First, from the regional perspective, the specific measures include: (1) actively cultivate the development of manufacturing clusters; (2) actively develop the industrial transfer policy of eastern region; (3) actively make pillar industries big and strong in the northeast as well as central and western regions; (4) actively encourage regional manufacturing industry to participate in export, to develop the non-state economy and to strengthen environmental regulation. Second, from the industrial perspective,the specific measures include: (1) actively cultivate the development of manufacturing industries' clusters; (2) actively develop the funds and technical support policies for low-efficiency industries; (3) actively encourage the industries to participate in export, to have transformation of state-owned economy and to increase the intensity of environmental regulation.
