Research On Enterprise Environmental Information Disclosure Legal System

With the rapid development of our country's economy,the environment problem is increasingly highlighted.Enterprises as the main environmental,although created enormous wealth to the society,but also caused many environmental problems.Environmental problems and enterprise production activities closely linked,in the face of increasingly frequent environmental problems,enterprise has unshirkable responsibility in environmental protection.Requirements of public environmental information to make enterprise environmental responsibility implemented,environmental information as an important social resources,in environmental decision-making,supervision and management,pollution prevention aspects play an irreplaceable role.Enterprise environmental information disclosure system has just started in our country,there are many problems in the process of practice,such as enterprise public awareness is not strong,active on open,public environment information quality is low,the credibility is not strong,the illegal cost is low,the supervision mechanism of enterprises and play remedy mechanism is not perfect,this article aims to the legislation and practice process of enterprise environmental information disclosure problems were discussed,and corresponding countermeasures are put forward.The article is divided into five parts,the main content is as follows:The first part is summary of enterprise environmental information disclosure system.First of all to the environment information,and the concept of enterprise environmental information and denotation defined;Second,from the main body of enterprise environmental information disclosure,the scope of environmental information disclosure,the information of enterprise environment supervision,rewards and punishment mechanism to our country enterprise environmental information system is introduced in detail;Finally from the government,the public,the enterprise three aspects this paper expounds the system of enterprise environmental information disclosure system of value.The second part is the enterprise of the current situation and existing problems of environmental information disclosure system.The department from the aspect of legislation and practice of enterprise environmental information disclosure,analyzes the present status of legislation present situation and the practice and summarizes the our contry at present the development characteristic of enterprise environmental information disclosure system.And from the system level and practical level of enterprise environmental information disclosure system of the problems are analyzed.The third part is the investigation to the enterprise environment information disclosure system abroad and using for reference.Industrialization in developed countries,before we take the environmental pollution of environmental problems and social problems,to build a mature enterprise environmental information public legal system,this section by reviewing information,system,analysis of problems in the process of legislation and practice,as well as other countries' legislative experience for reference,the following conclusions:At present our country enterprise environmental information disclosure system is still in its infancy,with in many shortcomings.Enterprise environmental information disclosure system is the environmental protection is an important part of the legal system,at the legislative level should be to the enough attention,but the current enterprise environmental information legislation status is low,provisions are too simple,the lack of operability.Should improve enterprise environmental information legislation status,perfect the system of laws and regulations.At the same time,a system to get effective implementation,also need to formulate corresponding measures.System of enterprise environmental information disclosure system is also a lack of cohesion,to improve the operability of system.On the regulation in addition to perfect the construction of environmental law enforcement team,increase capital investment,providing technical support,should also pay attention to the establishment of
