Electricity industry is the fundamental industry of the national economy and the major energy sector,which plays a vital role in the improvement of social economy and people's living standard.As the main coal consumption industries in our country,coal-fired power plants are the main source of greenhouse gas emissions and of gaseous pollutants and have severely negative impacts on the environment.The conflict between power production and environmental protection becomes more and more serious,and the situation of energy conservation and emission reduction is more and more severe.Therefore,the study of problems associated with environmental efficiency and its influencing factors not only can overall and objectively understand the status of coal-fired power plants environmental efficiency,but also plays a great role on reducing energy consumption and environmental load of coal-fired power plants,which can provide a basis for environment regulation and industry development policy.Making environmental protection and development of thermal power enterprise as the angles of study,the entropy weight method is used to construct the environmental index,based on the SO2,CO2 and other polluting gases emitted from the production process of coal-fired power plants.And on this basis,the paper applies the Entropy Weight-Super Efficiency SBM model with undesirable outputs and Malmquist index to analyze and evaluate the static and dynamic environmental efficiency using the 2011-2015 data of 15 representative coal-fired power plants in Hebei Province,Inner Mongolia,Liaoning Province and other provinces.On this basis,the empirical research is analyzed the impacting factors of environmental efficiency using Tobit model.The results showed that: From the view of static state,the Entropy Weight-Super Efficiency SBM model with undesirable outputs is applied to environmental efficiency,solving the complete ranking of all DMUs effectively.An analysis of the static environmental efficiency about 15 representative coal-fired power plants shows that the number of efficient plants is showing a growing trend,but the overall level of environmental efficiency is not high in 2011-2015,though they still have far to go.Seen from dynamic view,the most of dynamic environmental efficiency about 15 coal-fired power plants have improvement in different degree in 2011-2015,and the improvement of relative environmental efficiency and environmental technology make a contribution to the improvement of environmental efficiency.Of the factors affecting environmental efficiency of coal-fired power plants,a number of factors such as coal combustion efficiency,environmental governance strength,capacity utilization,and coal-fired power plant operating time have significant positive relationship with environmental efficiency,unit capacity utilization and unit service age have significant negative relationship with environmental efficiency.Based on the above analysis,this paper finally puts forward relevant policy suggestions.
