The Study On Environmental Efficiency And Its Influential Factors Of China

Since the reform and opening up,China has experienced nearly 40 years of rapid development period,when the economic level and people's quality of life have been greatly improved.With the continuous improvement of economic strength at the same time,a number of serious environmental problems have benn occured,and this is because of the high input,inefficient and extensive development mode.At present,China is still at the initial stage of socialist development,and economic development is still the main goal of the current society.Therefore,while maintaining the rapid economic development at the same time,do the protection of the environment has become an important way to develop green economy and build a harmonious society.This paper based on the perspective of enhancing environmental efficiency,taking economic sustainable development as the goal,from the perspective of narrow and broad sense,to explore and analyze the development of regional environmental efficiency path.Firstly,the paper summarized the input and output indicators of the past scholars and combined the present situation to choose a more reasonable input and output index when calculates environmental efficiency of China's provinces from 2004 to 2014.Then use the Perpetual-Inventory method,factor analysis and so on to calculate a more reasonable capital and non-expected output value;Secondly,the results of the traditional DEA model are limited to the range of 0 to 1.At the same time,many existing studies in estimating environmental efficiency,most of the output indicators only consider the regional(domestic)GDP output or expected output Count down as output indicators.This result makes the provinces in the forefront of efficiency can not be further compared and differentiated,and also because of the actual situation with the deviation,and thus lead to inaccurate results.Therefore,in this paper,the Super-SBM model with undesirable output is selected when the efficiency of each provincial environment is measured.Based on this,the pollutant produced by the input index is used as the undesirable output,which makes the result more reasonable;Finally,use the Malmquist model to analyze the four factors which are economic factors(economic scale,industrial structure),environmental protection factors(environmental awareness,environmental control),opening factors(foreign dependence,trade dependence)and regional factors to make a regression analysis with environmental efficiency values.Then make a cluster analysis by the redundancy of annual input-output of each province and offer the beneficial opinions and suggestions for different regions.
