Studying On The Ecological Compensation Mechanism Based On Land Use Ecological Value Assessment Of Shengjinlake Wetland In Anhui Province

As we know,as a part of the ecosystem,Wetlands are an important component of ecosystems.However in the 60 years,the area of wetland reducing and the service of the wetland ecosystem has been seriously degraded because of the wrong understanding for a long time and the unauthorized development and utilization.Therefore,make a scientific assessment of the ecosystem of the study area and established and improvemented ecological compensation system based on the evaluation results.Select the TM images for 1986,1990,1995,2000,2004,2008,2011 and 2015 continuous eight years and translate them.And wetland utilization is divided into 8 types,water area,paddy field,forest land,marsh land,dry land,tidal flat,grassland,construction land.The kappa coefficient is 0.89 consistent with present situation.The results showed that the use of wetland area is increasing and the function of wetland is degraded.Calculated and evaluated the value of ecosystem services in the study area based on the theoretical results of Costanza and the present situation of the study area,the result showed that the ecological service value of Shengjin Lake wetland from 1986 to 2015 are successively 1.55×10~8?1.72×10~8?1.73×10~8?2.00×10~8?1.35×10~8?1.64×10~8?1.81×10~8?1.26×10~8 yuan.The ecological service value of its is unstable and the overall trend is declining.After defining the stakeholders of ecological compensation of Shengjin lake wetland,the main body of ecological compensation are government,non-governmental organizations and citizens and the object body of its are the country,the study area of the local government and residents,research institutions and individuals.Analyzes the situation of ecological compensation,existing problems and causes of ecological compensation for Shengjin lake wetland,the conclusion that the current ecological compensation mechanism are unperfect including the single compensation source of funds,the unreasonable compensation standard.The paper constructs the framework of ecological compensation mechanism of Shengjin Lake wetland.The ecological compensation fund is mainly from the government finance and beneficiaries of resource using.Determine the amount of compensation and the amount of compensation.Finally,in order to ensure the operation of the mechanism to suggest from the legal system,resource management,cooperation system.Shengjin Lake Wetland plays a improtant role in ecological service system,such as maintaing water,keeping soil and water,regulating gas,maintaing biodiversity,leisure traveing and scientific researching and so on.However,the ShengJin lake wetland ecological environment is deteriorating,the ecological function is also declining and need to protect the ecological environment.Not only coordinate the interests of stakeholders in protected areas,but also realize the sustainable utilization of Shengjin Lake wetland resources to establish of ecological compensation mechanism of Shengjin Lake wetland.
