With the high-speed of economic development in our country for more than 30 years,the iron and steel manufacturing rapid expanded,the contradictions such as over capacity,environmental pollution and so on are prominent.As the vigorously promote to economic reform in recent years,the entire steel industry faces the pressure to improve weakness,quality,de-capacity.In the macroeconomic situation,the iron and steel enterprises must finish energy saving,cost-saving and profit-increasing,and improve the environmental protection index,to reduce the energy consumption per ton steel,strictly control the cost,then can be possible to transformation successfully in the bad situation and sustainable development.In all kinds of energy saving technology,frequency control power saving technology is rapidly developed and gradually to the leading mature technology in recent years.From the characteristics of the technology itself and electrical load of iron and steel plant,frequency control power saving technology has extensive application prospect in the iron and steel plant.And relative to other energy saving renovation project,the implementation of the frequency control power saving technology renovation project,has the advantages of small investment,quick effect,short construction period,less impact on the production,more suitable for the present iron and steel enterprise,the actual situation such as financial strength,prudent investment.In order to help enterprises to make decisions,generalize frequency control power saving technology,the scientific evaluation is particularly important.After a lot of literatures and combined with practical work experience,the author found in the domestic existing research and the actual engineering,the research content of frequency control technology itself is rich,but the research of evaluation for frequency control power saving project is relatively few,the project economic and technological evaluation index is not comprehensive or objective enough.On the basis of the existing evaluation methods,the author combined with the energy savingand environmental protection,economic benefit and risk assessment theory,constructs the three dimensional comprehensive evaluation method for frequency control power saving project.Combining with two practical cases,calculation and analysis the actual data index with this evaluation method,the comprehensive evaluation result is objective and perfect;at the same time also brief analyze the influence factors of the application effect to the frequency control power saving technology in iron and steel plant.By the end of the article come to the conclusion: in this paper,the research of comprehensive evaluation method for frequency control power saving project,can make objective evaluation of integrated performance to frequency control power saving technology application in the actual renovation project.The application of frequency control power saving technology in the iron and steel plant can produce a large difference,because of the production running characteristics,equipment control mode,project risk factors,etc.Scientific and reasonable application of frequency control power saving technology,will have a great effect on saving energy and reducing consumption in iron and steel plant;from the angle of frequency control technology,research its application in other industrial areas,is a suggested direction;from the angle of comprehensive evaluation method in this paper based on the research method,the further research to comprehensive evaluation of other energy saving technology,is also a feasible direction.
