Environmental Impact Assessment Indicator System For Planning Of Industrial Park In Small Towns: A Case Study

The law of the people’s republic of China on appraising of environmental impacts (2003)and the environmental impact assessment ordinance (2009) stipulate that it should be compiling the planning environmental impact assessment (PEIA) before the land using planning, which is the symbol of the development of the decision-making stage in environmental protection. Presently, the study of planning environmental impact assessment is mainly concentrated in the area (such as a city or a town), transportation network, and the industrial park planning, and less attentions are paid to the construction of industrial parks for small towns. We work out an evaluation method and planning process and establish an evaluation index system for the small-town industrial parks, on the foundation of theoretical research and application of the PEIA. We make use of the same index system to study three, not single, planning environmental assessment cases of township industrial parks in Haining City, Zhejiang Province. So that we are able to comparatively analyze the various indicators among the three industrial parks, and reach results obtained as follows:1. We established an evaluation index system for the small-town industrial parks in four levels including sub-target layer, criteria layer, elements layer and index layer.2. By using expert scoring method, the weights of all levels of indicators were determined for comparison matrix based on AHP. And the index value is settled down by comparing with the existing national or international standards, expertise, and the quo value of the region with upper level sustainable development, domestic and international.3. The planning and environmental background data were collected in three industrial parks. We use evaluation index system of PEIA to figure out the sustainability indexes. The results showed that all the three industrial parks are in the mid-sustainable range.4. In application index system evaluation process, we found if the layout was not scientifically in advance, the PEIA would only put forward some relocation proposals in one industrial zone, indicating the importance of carrying out the PEIA in the early stage. And the PEIA is able to reduce irrational industrial layout, and promote coordinated and healthy development of the regional economy and the environment.Our study would provide some helps for conducting other planning environmental impact assessments for industrial parks in small towns with the same type.
