The Technological Theory And Empirical Research Of Planning Environmental Impact Assessment Of Industrial Park

In 1979,the environment protection law first established in China,and the EIA was established as part of the legal system for the first time as well.As an environmental impact assessment on the macroscopic level,the PEI A is more forward-looking than the EIA of construction projects.The PEIA provides guidance for the design of construction projects environmental protection measures by early intervention and whole process interaction as well as other means.It also provides direction for the development of regional social economy,and promotes the development of related environmental science and technology as well.With the vigorous development of the industrial parks construction,the economy level of our country is growing fast.However,all kinds of environmental problems coming along are more and more serious.As one of the technical support for the overall planning of the national environmental protection work,the task of PEIA is to design and plan a more environmentally friendly more reasonable industrial structure and system by scientific and systematic planning environmental impact assessment.At the same time,a platform taking science,society and environment into consideration as a whole can be set up,the contradiction and conflict about using environmental resources between different areas and departments can be reduced,the arrangement of environmental resources and capacity can be fully improved,and finally the harmonious sustainable development model of environmental resources,society and economy can be realized.According to the features of industrial parks development and planning,beginning with the present problems in the industrial parks planning environmental impact assessment,this essay comes up with three guiding theories about carrying out industrial parks PEIA,and based on the guiding theory in general programme for environmental impact assessment of planning,it designs the content framework for PEIA of industrial parks.Meanwhile,using the idea of Subject level---Target layer---Index layer,this essay divides the index system of PEIA of industrial park into Environmental subject,Environmental target and Assessment index,and divides every index layer into several applicable indexes for PEIA of industrial park according to the features of industrial park planning project and construction principles of planning environmental assessment index system.Besides,according to the features of industrial parks development and planning,this essay concludes the assessment technical methods suitable for different periods.On the basis of empirical research,the case in this essay is aimed at regional sustainable development and setting up eco-industrial park.During the period of environmental impact assessment,many measures were adapted and flexibly used and combined in different chapters such as Data collection method,Index method,Environmental monitoring method,Analogy method,Mathematical model and numerical simulation method,Scenario analysis method,Ecological analysis method,GIS and so on.The research result about content framework of PEIA,assessment index system and assessment technical methods has been ensured.In addition,based on the case,this essay combines the latest related technical guidelines,improves the content of assessment in this case,revises and adjusts something which is not so reasonable in the case,and finally brings out a content framework and technical methods for PEIA of industrial parks which is practical and suitable for the requirements of current regulations,systems and technical guidelines,and then provides a reference for later work about PEIA of industrial parks.
