The Difference Analysis Of Domestic And Foreign Standards On Oil And Gas Pipeline Safety

As one of the five major transport modes,pipeline transport has played an important role in the world.So each country attaches great importance to the establishment of pipeline safety standard system.After years of development and evolution,the European and American systems are better than others.In recent years,China has to strengthen the legislative work of oil and gas pipeline safety standard establishment,but there are still some questions such as the system is unreasonable,the supporting measures are weak,the implementation of standards is not effective,which can not ensure the safe and stable operation of oil and gas pipeline.So the study on the difference of safety standards at home and abroad can give support to improve pipeline safety standard system of pipelines in our country.This paper focuses on the safety laws and standards systems of both domestic and foreign.It analyzes the differences of safety standard system at home and abroad from the standard life cycle which contains the standard requirement,formulation,implementation,amendment,repeal,relationship between the standard framework and standard.The similarities and differences from safety provisions,pipeline construction,pipeline safety inspection and pipeline integrity management are analyzed in the third part.It gives the reasons why these differences exist and some opinions and suggestions which provide the bases for the establishment of standard system of oil and gas pipeline in China.
