Difference Analysis And Research On The Process Safety Standards In Petrochemical Industry Between China And Foreign Countries

China faces the fact that accidents in the petrochemical industry occur frequently,and hazardous chemicals management is still relatively insufficient which cause serious death and injury,loss of property and environmental damage.Process safety standards are the basis of petrochemical industry that can ensure petrochemical enterprises run in a safe and steady condition,improve hazardous chemicals management level,enhance safety condition and decrease accidents.For the reason that China began late,there is a gap to some extent between China and western countries in process safety standard construction.So,it's very essential to investigate and learn about American and European process safety standards.Based on the above,this article analyzes and compares Chinese and western advanced process safety standards through two aspects.One aspect is introducing and analyzing the standard systems in America,EU,UK and Germany as the advanced pattern for China to learn.We find that China exists some deficiencies in marketizing,nongovernmental standard organizations construction and so on.And differences are mainly on standard initiating,drafting,and supervising.To these problems,a series of measures and suggestions are proposed to enhance the petrochemical enterprises participation in standard drafting,make the market part play a better role and so on which can make the governmental and nongovernmental standard organizations combine in an organic mode and let the standards serve the safety production efficiently.The other is analyzing and comparing the process safety standard texts.Finally,the differences are mainly in emergency plans,management of major-accident hazards and other aspects.And we propose a series of measures and suggestions which can one side make up the deficiencies and the other side optimize some current texts.
