With the rapid development of China's pharmaceutical industry,its environmental problems are also increasing.As one of the twelve industries under national key control,it is imperative to implement cleaner production in order to improve the problems of the pharmaceutical industry.Cleaner production is a production mode that changes the traditional extensive production.It is a new means of pollution prevention and transformation of economic models,through the construction of the cleaner production index system for the pharmaceutical industry,it can effectively guide the promotion of cleaner production.At this stage,China has not yet promulgated a clean production index system for the pharmaceutical industry.This paper takes the mixed preparations with larger proportion in the pharmaceutical industry as the research object,establishes a clean production index system and a comprehensive evaluation model of cleaner production level for the mixed preparation pharmaceutical industry which can provide a certain reference.The main research contents and results are as follows:1)Mixed preparations are the most frequently used among the six categories in the pharmaceutical industry.The main problems are the large consumption of raw materials,the complex composition of wastewater,and the large amount of hazardous waste generated during the production process.Conducting on-the-spot investigations on pharmaceutical companies with mixed preparations,analyzing production processes,pollution production links,and clean production potentials,taking?The Foundation of the General Rules for the Preparation of Clean Production Evaluation Index System??Trial Draft?,combining qualitative and quantitative,the paper establishes a clean production in the mixed preparation pharmaceutical industry.The method consists of 6first-level indicators and 25 second-level indicators.2)Discuss and analyze the clean production standards that have been issued in other industries.According to the industry production,management,and pollution standards,the clean production standards for the pharmaceutical industry for mixed-pack preparations are divided into three levels,and the relevant benchmark values for each indicator are assigned.The method of combining analytic hierarchy process and expert consultation method was used to calculate the weight using Yaahp6.0software,and the weight value of each indicator in the pharmaceutical industry of mixed preparations was determined.3)Based on the idea of fuzzy mathematics,the hierarchical membership function of the comprehensive evaluation index of cleaner production grades is proposed,and the principle of maximum membership degree is used to determine the cleaner production grade evaluation of the pharmaceutical industry of mixed preparations.Comparison of production differences.Based on this,the concept of hierarchical eigenvalues is introduced,and it is characterized by binary semantics,and a cleaner production grade evaluation method based on the binary semantic model is constructed.4)Three representative mixed preparation companies in China were selected as case studies.They were a mixed preparation pharmaceutical company in Hubei Province,a mixed preparation pharmaceutical company in Sichuan Province,and a mixed preparation pharmaceutical company in Anhui Province.To date,the comprehensive evaluation method for cleaner production levels established in this paper evaluates its cleaner production level.The results show that a mixed preparation pharmaceutical enterprise in Hubei Province and a mixed preparation pharmaceutical enterprise in Sichuan Province both belong to the level0)2 clean production level,and a mixed preparation pharmaceutical enterprise in Anhui Province belongs to the level0)3clean production level,and both belong to the same category The pros and cons of the clean production level of0)2 level enterprises are as follows:the clean production level of a mixed preparation pharmaceutical enterprise in Sichuan Province is due to a mixed preparation pharmaceutical enterprise in Hubei Province.
