Since reform and opening up,China has sustained a rapid economic growth.But the attendant resource depletion and environmental pollution brought forward imperative desire for upgrading industrial structure.Liaoning Province,an important center of mineral and base of heavy industry of China,faced even more resource and environmental problems and hence is one of the main provinces targeted at energy saving and emission reduction during the 13 th Five-year program In order to analyze the link between industrial structure and carbon emission from the micro level,first this paper,used EIO-LCA,estimated carbon emissions and embodied carbon emissions of Liaoning's industries.Then the industrial structure's role in and impact on carbon emission reduction are analyzed and evaluated by building potential mode of carbon emission reduction.The results show that:(1)Oil processing industry is the top one carbon emitter of 26 industries,followed by metal smelting and rolling processing industry and electric power and thermodynamic energy industry.(2)From production chain perspective,the top three industries(the three biggest emitters of embodied carbon)are,by rank,oil processing industry,metal smelting and rolling processing industry,and electric power and thermodynamic energy industry.(3)From consumption perspective,the export contribution to embodied carbon emissions is the largest,accounting for 55% of the total.(4)The heavy chemical industry and the energy industry have the greatest potential for carbon emission reduction.Finally,based on the results of the study,corresponding suggestions such as upgrading energy structure and the technology of carbon reduction,especially optimizing economic structure are proposed.Therefore,this study presents policy recommendations to optimize industrial upgrading and adjust the energy structure.Liaoning government should advance a revolution in energy production and consumption,cap total energy consumption,raise energy efficiency and vigorously develop non-fossil fuels.Policies should be proposed to improve the energy structure,accelerate the use of nuclear energy,wind energy,biomass and other new energy and renewable energy,focus on improving the proportion of clean energy,give priority to the development of modern service industry,adjust and upgrade the secondary industry and gradually establish a service economy as the leading industrial structure.At the technology level,Liaoning government should encourage theoretical guidance technology to improve energy conservation planning,strengthen the basic research of green technology and actively establish green technology innovation system.For example,attracting foreign investment and technology to reduce carbon emissions was critically important for the major emission industries.In addition,carbon capture,utilization,and storage(CCUS),pulverized coal combustion(PCC),integrated gasification combined cycle(IGCC),and the circulating fluidized bed(CFB)are new technologies that are expected to achieve low-carbon utilization of fossil fuels at large scale.In a word,the policy insights mentioned here would provide references to decision makers so that they can prepare their emissions reduction policies by considering their own realities.
