Under the background of the global climate problem and the development of low-carbon economy,the issue of carbon dioxide emissions has become a topic of global concern.As the world's second largest economy and the largest developing country with the largest carbon emissions,China is facing the challenge of coordinating economic development and carbon emission reduction.In 2015,the Chinese government made a commitment to the overall carbon emission reduction target.By 2030,the national carbon dioxide emissions per unit of GDP will fall by 60% to 65% compared with 2005.In order to complete this difficult task,it is necessary to reduce the carbon.The responsibility is allocated and implemented in various provinces.China's provinces regions have great differences in resource endowment,industrial structure and economic development level,which make the provinces and regions have large regional differences in carbon dioxide emissions,and inter-provincial trade also have influence on produces carbon emissions in various regions.The carbon emission accounting of each province should consider the impact of cross-regional transfer brought about by inter-provincial trade.How to distribute carbon emission reduction responsibility fairly and reasonably is the key to whether the emission reduction task can be achieved.It is of great significance to analyze and study the embodied carbon emissions and regional transfer and influencing factors in various provinces and regions in China,and to construct a provincial distribution model for the overall carbon emission reduction targets in China.To this end,based on the existing research,this paper first uses the latest inter-regional input-output tables in 2012 and energy consumption data to measure and analyze the 30 provinces and regions in China at the regional and industrial levels.The embodied carbon emissions and the carbon transfer characteristics between different industries in each region,and then use the SDA structural decomposition model to analyze the influencing factors of China's 2010-2012 embodied carbon emissions from three aspects: technical effect,structural effect and scale effect.Finally,starting from the perspective of the principle of common responsibility carbon emission equity,considering the specific substitution indicators of the influencing factors,the regional carbon emission rights and responsibilities assessment model is constructed from four aspects: emission-driven,emission reduction capacity,emission reduction cost and emission level difference.The provinces and districts allocated the reduction rate for the 2030 overall carbon emission reduction target,and finally summarized the paper to propose relevant policy recommendations.The results show that:(1)China's inter-provincial embodied carbon emissions in 2012 showed “East-Medium-West” Spatial gradient pattern,the phenomenon of carbon transfer to economically developed areas to underdeveloped areas,have different characteristics of the industry.(2)During the period of China's 2010-2012,the overall embodied trade of carbon showed an upward trend.Different influencing factors have different effects in various provinces and regions and various industries.On the whole,the scale effect plays a positive role and the technical effect can Inhibiting the increase of trade embodied carbon emissions,the structural effect is small,and the specific direction of influence is uncertain.Therefore,the carbon emission reduction paths of different provinces and industries should start with different influencing factors.(3)When the carbon emission reduction responsibility distribution model is constructed,it is found that indicators such as emission drivers,emission reduction capacity,and emission level increase the amount of carbon emission reduction tasks in the region,and the regions with lower emission reduction costs should bear more carbon emission reduction.Responsibility,some economically developed regions and regions with developed heavy chemical industry have undertaken more reduction tasks,and the sharing of emission reduction rights and responsibilities should reflect regional differences.
