In recent years,with the development of China's economy and the improvement of people's living standards,the emissions of air pollutant increase year by year and the atmospheric environmental quality problems become more prominent,which has had a serious impact on economic development and social life.During the period of supplying heating in winter in the northern provinces,special meteorological conditions and pollution emissions caused by steep energy consumption make this problem more severe,therefore,how to improve the quality of the atmospheric environment under the premise of guaranteeing the economy and normal life has become a top priority.In this paper,in the view of the existing problems in the process of air pollution control that the actual emission information is difficult to grasp,the estimation method is susceptible to human disturbance and the lack of theoretical basis of emission reduction measures,a rapid estimation method of air pollution emissions in in typical cities of northern China,Harbin,during the heating period,the method of estimating the contribution of various sources of pollution reduction and the estimation method of air pollution transmission among urban areas are studied respectively,and the uncertainties of the algorithm are analyzed.Based on the basic assumption that the atmospheric pollution source in the heating period is basically constant,according to the application conditions of the boxed atmospheric quality model,the Tyson polygon grid tool based on ArcGis and Mapinfo,geographic graphics processing software,is used to study the method of the air pollution regional division.The Harbin box air quality model has been established: by collecting air quality data of Harbin's the most serious time's air pollution zoning time during the heating period in winter,the NOx and SO2's emission source intensity were estimated by the optimization algorithm in Matlab.The result shows that SO2 and NOx's average emission source intensity are respectively 436t/d and 155t/d.The accuracy of the algorithm is verified by the air quality data of different periods in the Lingbei area of Harbin,the relative median error e0.5 <15%.The uncertainty analysis results show that the algorithm has strong robustness and the reliability of the estimation results is strong.The algorithm can also be used to estimate the difficult values such as the height of the mixed layer and the average wind speed.The estimated values are within the reasonable range,which means that the method can be used to provide the technical support for relevant meteorological parameter acquisition under heavy pollution weather conditions.On the basis of the study above,this paper determines heating coal,motor vehicle emissions and straw burning as the main control objectives of the typical cities in the northern China in the heating period.On the basis of certain assumptions,the three sources of emission reduction model were established and then analyze the different control measures and the combined measures' emission reduction potential and the capability on improving air quality.The results show that the ability of reducing the amount of coal in the heating with the outdoor real-time temperature adjustment is the strongest emission reduction capacity of SO2,the use of odd-and-even license plate rule is the best way to reduce the emission of NOx in the atmosphere and straw ban's reduction rate on SO2 and NOx's Emission source intensity is 1.9% and 5.6%.In order to investigate whether there is mutual influence of air pollution between two different cities in the northern provinces under heavy pollution,this paper set the worst weather scenario in the atmosphere,based on the scenario analysis method.On this basis,the atmospheric diffusion model was used to calculate the interaction between air pollution in Harbin,Shenyang and Changchun,the three typical cities in northern China.The results show that there is a mutual contribution between air pollutants in the cities of the North.In view of some problems and shortcomings in the previous joint defense control work,this paper puts forward some suggestions on improving the source control,air quality early warning and daily management and data sharing among administrative divisions in northern China,on the basis of clarifying the objectives of the joint control of the atmosphere.
