Polycentric Governance Theory In The Problems Of Rural Garbage Management

Since ancient times,China is an agricultural country,and the fanners is the fundamental of our country,so our government always pay more attention to the issues of agriculture,farmer and rural area,we called the "three-dimensional rural issues",and the central committee of the communist party's "No l document" has been focusing on it from 2004 until now.But with the process of rural urbanization,the economy of the rural has gained rapid development,our country pay more attention on economic indicators and ignore the protection of environment cause a serious pollution of the rural environment,so it requires us to correctly handle the relationships between government regulation and business benefits,economy and environment.Rural garbage management is the significant thesis in the process of rural construction,and as one of the most important measures in the rmral construction,its effect is directly affects the process of the rural construction.But after searched literature and investigated,we found that in most of rural areas,the situation is pretty normal-the trash is dumped everywhere,the rivers are polluted all the time.The grate challenge for local government is that how to handle the problem of environment pollution in rural areas.This thesis is based on the framework of the "polycentric governance theory"which is created by the couple of Ostrom,it suggest that we need to establish multiple power centers and more management organizations to improve the efficiency of the governance of' rural garbage.By evaluating the governance of multi-center government,the company and the public,then to analyze how to maximize their own function in rural garbage disposal.The first part of the thesis is an overview of a variety of governance theory and related concepts,such as what's polycentric,what's polycentric governance theory,Public goods theory,rural garbage and so on,then the writer describe these in details to find out why they can be used as reference.The second part of the thesis is describing the current situation of the governance of rural garbage in Q County.Based on the perspective of polycentric governance theory,the third part of the thesis use the questionnaire and interview to find out the current situation of the governance of rural garbage though 10 town,like the situation of garbage cleaning,how the company to carry out the work,how the boss to perform their duties and so on.The fourth part of the thesis is the creation of rural garbage of polycentric governance.They are:make sure the governance of rural garbage have to under guided by the goverrnment,such as establish an environment protection agency,bring the market-oriented operation,strengthen government supervise;improve the important role of market mechanism in rural garbage govenlance;strengthen the consciousness of villagers to take participation in rural garbage govermance.Overall,rural garbage governance is a comprehensive job under the polycentric governance theory,it involves all the interests,and needs a coordinated and order work.This thesis is based on the case of Q County,and emphasis on a multi-subject and multi-way to communicate and make decision.Moreover,government have to coordinate the relationship of the participating subjects,and mobilize their enthusiasm,then the governance can forming the triangle balances among the "government,company and the public".
