Flue-cured tobacco is a typical agricultural cash crop,which is one of China's bulk export to commodities,and the tobacco industry has a great contribution to China's taxation.The current development of Chinese tobacco industry is good,but the tobacco agriculture is still in the high cost,low technology development situation,the production cost is high and the planting efficiency is low.In addition,the tobacco industry is a relatively high carbon emission industries,from production to After-sale has a large number of greenhouse gas emissions,such as tobacco planting when the use of pesticides,fertilizer will produce more greenhouse gases(such as methane,nitrous oxide,etc.),some of the tobacco industry machinery and energy use will cause carbon emissions,as well as after the sale of smokers in the process of smoking will also produce a large amount of carbon emissions,each link has an impact on the environment.China formally signed the Framework Convention on Tobacco Control in 2003,with a large carbon emission reduction pressure in the global smoke-controlled carbon environment.In such a smoke-controlled carbon environment,the tobacco industry to ensure the status of the national economy,to achieve the industrial development goals,the development of flue-cured tobacco in the improvement process,the coordinated economic and environmental development,focusing on the sustainable development of economy,lower carbon economy.So how can we ensure that China's flue-cured tobacco grows low-carbon eco-economic road to achieve the goal of sustainable development? What is the situation of flue-cured tobacco planting efficiency and carbon emission efficiency when achieving economic and environmental coordination development goals? What is the relationship between the two trends of efficiency change? What factors can promote the efficiency of flue-cured tobacco planting? What factors can effectively reduce carbon emission efficiency? Through the study of the above problems,China's flue-cured tobacco industry can adapt to the new situation of agricultural economic development,ensure that China's flue-cured tobacco planting low carbon economy environmental protection road,and achieve sustained and steady development.Based on the above problems,this paper firstly studies the existing problems of Chinese flue-cured tobacco planting from low-carbon economy and the current situation of flue-cured tobacco.Secondly,according to the data of China's tobacco planting year,it relies on DEA-Malmquist index analysis to empirical analysis of its planting efficiency and carbon emission efficiency.This paper summarizes the basic characteristics and evolvement regularity of the planting efficiency and carbon emission efficiency of flue-cured tobacco in China;Again,this paper compares the relationship between planting efficiency and carbon emission efficiency of flue-cured tobacco.Then,combining with static Tobit model and dynamic GMM model,the influencing factors of planting efficiency and carbon emission efficiency in China Finally,according to the previous empirical results,the management of flue-cured tobacco planting industry and the development of sustainable health is to provide a reference.The main findings of this paper are as follows:1.The growth efficiency of tobacco planting in China is mainly influenced by technological progress and policy regulation.In this paper,the measurement of flue-cured tobacco planting efficiency is found,the planting efficiency has a cyclical fluctuation,a period of two years,and the average speed of 2.9% increases;Through the decomposition of planting efficiency,the technological progress is the main driving force of influencing planting efficiency,the growing efficiency in the provinces of technological progress is increasing,and the planting efficiency of the declining technology is also declining.In addition to technological progress,policy regulation has a great impact on the efficiency of flue-cured tobacco planting,and the efficiency of planting is basically fluctuating with the demands of the policy.2.There are fluctuations in the efficiency of carbon emission,but no cyclical fluctuation is formed.By measuring carbon emission efficiency,there is no cyclical fluctuation in the carbon emission efficiency,and the efficiency of carbon emission is decreasing in the period of the study during the last 4 years.3.The relationship between planting efficiency and carbon emission efficiency of flue-cured tobacco is uncertain.Through comparative analysis of the efficiency of flue-cured tobacco planting and carbon emission,the time dimension is found,the relationship between the two efficiency fluctuation trends is uncertain,and sometimes the two efficiency shows the same change,and sometimes the reverse changes;the carbon efficiency and production efficiency are basically reversed in the spatial dimension,only the planting efficiency and carbon emission efficiency of Fujian and Anhui provinces.4.Promoting farmer's income,providing policy support,strengthening disaster prevention and mitigation system can effectively improve production efficiency and reduce carbon emission efficiency.The empirical analysis shows that,firstly,the increase of flue-cured tobacco can effectively restrain the carbon emission efficiency,while the increase of financial support to agriculture can not only promote the productivity enhancement,but also reduce the efficiency of carbon emission.Is a controllable factor in the best of both worlds;Secondly,the increase of the affected area will not only reduce the production efficiency,but also increase the carbon emission efficiency,and the increase of carbon will lead to the increase of natural disasters,eventually into a vicious circle;and increasing the use of agricultural film has no significant effect onproduction efficiency,but will lead to the increase of carbon emission efficiency.Finally,this paper proposes perfecting the development and popularization mechanism of flue-cured tobacco planting technology,improving the efficiency of planting technology,adopting differentiated management,regulating the efficiency of the provinces,increasing the financial support for agriculture,realizing efficiency management,and strengthening the system of tobacco disaster prevention and mitigation,promoting the benign development of tobacco planting.
